(Kaieteur News) – Massy Gas Products, along with nine other companies have expressed an interest in partnering with the Government of Guyana (GoG) on the construction and operation of a cooking gas bottling company.
The Trinidad-branded Massy will compete with local firm, Guygas which partnered with Makeen Energy of Denmark and Ramco Industries Limited, headquartered in India, according to bids received by the National Procurement and Tender Administration Board (NPTAB) on Thursday.
Texas-based Lindsayca, government’s partner on the Wales Gas-to-Energy (GTE) project also submitted an Expression of Interest (EOI).
Divyan International Inc of India, Rubis Guyana Inc and Sol Guyana Inc also expressed interest in the project along with four consortiums. They are: Gas Zipa SAS ESP of Colombia in joint venture (JV) with Fix It Depot and Standard Energy Company; Gate Ventures and Consulting Guyana Inc in JV with Propak Systems Limited and Makeen Energy; ILF Consulting Engineering Inc in partnership with MAHAPREIT-both of India and finally, UK-based BB Energy and Dec Ogeco of Belgium.
The ‘Guyana Gas Bottling and Logistics Company’ (GGBLC) will be incorporated under a public-private partnership model to bottle, transport and distribute cooking gas to supply the local market.
The private partner will be responsible for the financing, design, engineering, construction and operation of the company. Meanwhile, GoG will establish the gas bottle company, structure and secure financing and arrange all contracts and permits.
Government said GGBLC is targeting reduced price of domestic cooking gas. It explained, “Annual domestic demand for cooking gas is equivalent to three million 20-pounds cylinders with a retail value of G$14 billion per annum.”
The proposed gas project is to be developed at Wales, West Bank Demerara, east of the GTE Combined Cycle Power Plant and Natural Gas Liquids (NGL) facility. Cooking gas will be supplied to the facility from the Guyana Power and Gas Inc (GPGI), a fully owned Government of Guyana company, at wholesale prices.
ExxonMobil has already completed the pipeline element of the project which will transport gas to Wales from the Liza Fields in the Stabroek Block.
In its RFP, government cited local content requirements for its potential partner. During a panel discussion last week at the Guyana Energy Conference and Supply Chain Expo, Consultant at the Ministry of Natural Resources, Winston Brassington highlighted the potential of the project in not only generating revenue for the country through a new export product, but lowering the cost of cooking gas for consumers in Guyana.
He explained, “The cooking gas liquid that we will produce at the retail value today is worth a quarter of a billion-US. The 4,000 barrels a day that we will produce- the 63 million gallons, at the retail value to the end user…and when we fill that pipeline, and we take all the liquids out, we will go from 4,000 barrels a day of liquids, of cooking gas to 10,000 barrels.”
Of the 4,000 barrels of cooking gas to be generated from the project, Guyana merely utilizes an average 1,000 barrels currently. This means that the remaining portion will be available for export to Brazil and other potential Caribbean markets, according to the Consultant.
