John Seeram is new NIS Chairman; GRA to be led by Dr. Leyland Lucas

There are new chairpersons of the all important National Insurance Scheme (NIS) and the Guyana Revenue Authority (GRA).

New NIS Chairman: John Seeram

According to the Official Gazette of December 22, 2018, John Seeram, an auditor and consultant, will be the new NIS chairman.
The General Manager of NIS will be the Deputy Chairman while there will be representatives from the private sector; trade unions; Consultative Association of the Guyana Industry and the Ministry of Education.
The other members are Pamela Briggs, Sattie Sasenarine and Mervyn Williams.
A new chairperson for NIS has come at a time when Dr. Surendra Persaud, would have clashed with the Government over new tolls for the Berbice River Bridge.
The controversial structure, built under a questionable financing by the Bharrat Jagdeo administration during the 2000s.
NIS is a major shareholder of the bridge but was largely sidelined until the Coalition Government entered office in 2015 and looked to regularize the situation.
Until then, the bridge was largely controlled by close friends of Jagdeo.
At NIS, Dr. Persaud had unveiled a number of critical interventions to halt the slide of that state-controlled social insurance entity.
The former chairman had unveiled plans to reel in non-compliant businesses and others and tackle record-keeping to bring it to a digital level.
However, earlier this year, Dr. Persaud as Chairman of the Berbice River Bridge, clashed with the government after he asked for a toll hike.
Government denied the application.
There has been a war of words and a court action.

New GRA Chairman, Dr. Leyland Lucas

The life of the new NIS board runs between January 1, to December 31, 2019.
With regards to the GRA, the new chair will be Dr. Leyland Lucas. He will be replacing another Lucas-Rawle Lucas.
Dr. Lucas, the new chairman, is said to be the Dean of the School of Entrepreneurship and Business Innovation (SEBI), University of Guyana.
He is also reported to be an Associate Professor at Morgan State University, Maryland, USA. He has authored and co-authored several national and international publications and has an active association with different societies and academies around the world. His major research interest involves Business, Accounts and Finance.
