12 bid to construct NGL storage & offloading facility
(Kaieteur News) – The Government of Guyana has received 12 bids for the construction of a natural gas liquids (NGLs) storage and offloading facility and pipeline as part of the gas-to-energy (GTE) project.
The tender for the project, which is being executed through the Office of the Prime Minister (OPM), was opened this week at the National Procurement and Tender Administration Board (NPTAB) office. According to NPTAB, the bidders include firms from China, United Kingdom (UK), India and Brasil.
The 12 bidders are: China National Machinery Import & Export Co. (JV) SINOPECNANJING Engineering and Construction Inc. (China); ISI ANDINA Corp S.A (Panama) (joint venture with) ESGCOL Guyana Inc.; Worley Inc. (Huston) joint venture with Viridian Energy Ltd (UK); Persaud Engineering and Hydraulic Services; BK International Inc.; Kent Huston Offshore Engineering LLC (joint venture with) Environmental Engineering Solutions Inc.; JEREH HENGRI Engineering and Technology Company Ltd (China); China Camc Engineering Company Limited; Kalpataru Projects International Limited (India); China Railway First Group Company Ltd. (joint venture with) China Petroleum Engineering and Construction; ALYA CONSTRUTORA S.A (Brasil); and Baywood Continental Limited (Nigeria).
Kaieteur News had reported that in its request for pre-qualification advertisement, the Office of the Prime Minister stated that the facilities are required by the government of Guyana to enhance the capacity for safe storage, efficient operations, marine offloading capabilities and effective distribution and marketing of NGLS, both domestically and internationally.
“The NGL storage and offloading project is planned for development within and /or near the Wales Industrial Zone approximately 25 km inland from the mouth of the Demerara River on the West Bank adjacent to the Phase I Power Plant currently under construction, and’ or on the East Bank of Demerara River at Garden of Eden. The Gas-to-Energy (GTE) Phase I project includes a Natural Gas Liquid (NGL) fractionation plant to extract liquids (C3, C4, C5+) and provides limited storage,” the document explained.
The document further detailed that the facility should be able to receive and store sufficient volume of NGLs to allow for no disruption in the phase I plant and to optimise batch offloading to marine vessels. “The production rate from phase I is anticipated to be approximately 4,200 bbls per day of NGLs. The facilities should be sufficiently flexible to accommodate, with modifications, additional future NGLs anticipated from potential future NGL production facilities,” the OPM stated.
Noting that only firms that have constructed at least five similar or larger facilities, should seek to be pre-qualified, the government noted that the project will be designed and constructed to accommodate the safe storage of NGLs and offloading to floating vessels with considerations for security, environmental compliance, and future expansion capabilities.
In relation to this project also, the government had issued a separate tender for the provision of engineering services for the construction of a natural gas liquids Storage and Offloading Facility and pipeline. For that aspect, four bids were received.
The GTE project, located at Wales on the West Bank of Demerara, includes a Natural Gas Liquids (NGL) facility and a 300-megawatt power plant. Natural gas will be transported from the offshore Stabroek Blocks Liza oilfield via a 12-inch pipeline to the site, where 50 million cubic feet of gas will be converted to electricity daily. The project is being executed by a joint venture between CH4 (Texas) and Lindsayca (Puerto Rico). The companies, hired in 2022, are constructing the plant and NGL facility at a cost of US$759 million. The GTE project was initially slated for completion by the end of 2025. However, in May, Prime Minister (Retd) Brigadier Mark Phillips stated that the project would be completed in the second quarter of 2026.
