(Kaieteur News) – Appearing on Tuesday’s broadcast of Politics 101 with Dr. David Hinds, veteran GECOM opposition nominated Commissioner Vincent Alexander rejected claims that a change in the leadership of the parliamentary opposition grants an automatic right to recall and replace sitting commissioners. Interviewed by host, Dr. David Hinds MP, Alexander argued that the country’s supreme law intentionally insulates commissioners from political whims to preserve the integrity of the electoral process.
The debate hinges on a core interpretation of the constitutional amendments enacted during the 2000–2001 reform process. Prior to 2001, electoral commissions in Guyana were temporary bodies convened strictly for the duration of an election cycle and dissolved three months post-balloting. The modern framework, however, established GECOM as a permanent institution.
According to Alexander, a fundamental legal distinction exists between a political “representative” and a constitutional “nominee.” He explained that literary interpretation of a representative means you have a particular interest and you are not your own. Conversely, a nominee means that you are considered to be an appropriate person to fill the office, but you are not tied to anyone.

Alexander emphasised that there is absolutely no mechanism within the current law that allows a nominating political party or an opposition leader to unilaterally withdraw a commissioner. Under the constitution, commissioners can only be removed under strict, legally defined conditions, such as medical incapacity, resignation, or proven misconduct, none of which are tied to shifting political tides.
Despite defending the legal permanency of his current tenure, Alexander acknowledged to Dr. Hinds that the practical functioning of GECOM has frequently been marred by partisan gridlock. He criticised the current system’s vulnerability to “parochial party politics,” which often reduces independent constitutional actors to political arbiters. To break this cycle, Alexander is advocating for a sweeping structural overhaul of Guyana’s electoral management body, pointing toward regional frameworks as a viable path forward.
Alexander highlighted the Jamaican electoral model as a potential blueprint for reform to minimise political deadlock. He suggested a balanced composition utilising balanced partisan representation alongside an equal number of independent civil society experts. This framework relies on consensus-driven leadership, requiring mutual consent from both political and civil society members to elect a chairperson and a Chief Election Officer. By structuring the body so that political representatives lack the numbers to unilaterally dictate outcomes, the model establishes diminished partisan voting and forces a culture of unanimity.
