T&T firm, local partner win contract to run Guyana’s NGL plant

(Kaieteur News) – Trinidad and Tobago’s Phoenix Park Gas Processors Limited (PPGPL), partnering with Guyanese firm GuyGas Inc., has been identified as the top-ranked consortium to operate and maintain the Gas-to-Energy (GTE) Phase 1 Natural Gas Liquids (NGL) Plant — a milestone in Guyana’s push to harness its offshore gas reserves for domestic energy transformation.

The announcement was made Tuesday by the Office of the Prime Minister (OPM), which confirmed that Cabinet has granted its no-objection to the commencement of formal negotiations with the two firms, with the goal of finalising an Operations and Maintenance (O&M) arrangement for the NGL facility.

A Competitive, Open Process

The selection followed a rigorous open Request for Proposals (RFP) advertised in January 2025 across four national newspapers — the Guyana Chronicle, Guyana Times, Kaieteur News, and Stabroek News — under National Procurement and Tender Administration Board reference 124/2025/02.

Five proposals were received and evaluated by a dedicated Evaluation Committee, which assessed submissions against administrative, technical, and financial criteria. The PPGPL-led proposal, with GuyGas Inc. as local partner, ranked first overall — earning the highest technical score alongside what the OPM described as “the most advantageous cost-benefit commercial offer.”

Defined Roles, Regional Expertise

Under the proposed arrangement, PPGPL will serve as lead O&M operator, bringing its established regional experience in natural gas liquids processing to bear on the facility. GuyGas Inc. will function as the local partner, with a specific mandate to support local content requirements and facilitate the transfer of skills and technical capacity to Guyanese workers.

The O&M scope covers Core Services and a Long-Term Maintenance Plan for the Phase 1 NGL Plant, with the precise terms to be finalised through negotiation.

What the Plant Does — and What This Deal Does Not Cover

The NGL Plant is a central component of the integrated Gas-to-Energy facility located near Georgetown. It brings associated gas ashore from the prolific Stabroek Block to generate cleaner, lower-cost electricity for Guyana, while also recovering propane, butane, and pentanes-plus for both domestic use and export.

The OPM was explicit, however, that this O&M engagement is narrowly scoped. It does not extend to the supply and bottling of LPG, the sale and marketing of recovered NGLs, or the development of additional NGL storage and offloading infrastructure — all of which are being advanced through separate procurement processes.

Separately, the OPM confirmed that Siemens Energy has been selected as the O&M operator for the project’s 300-megawatt combined-cycle power plant and its balance of plant and auxiliary facilities. Siemens Energy will hold overarching responsibility for coordinating operations and maintenance across the integrated facility, with the NGL Plant’s operations slotted into that broader framework.

Guyanese Workforce at the Centre

A central condition of the engagement is an explicit commitment to Guyanese employment and capacity building. The arrangement is structured to maximise the number of Guyanese working at the facility from the outset, with a deliberate, phased transition plan through which local personnel will progressively assume operational and maintenance responsibilities — supported by structured training, mentorship programmes, and systematic skills transfer from the experienced operator.

Plant start-up is targeted for the first quarter of 2027 (Q1 2027). The OPM noted that engaging a proven operator is intended to ensure the facility is commissioned and run “safely, reliably, and efficiently.”

Due Diligence Before Signing

Before any agreement is executed, the arrangement will undergo further technical and legal scrutiny — including reviews by the Ministry of Legal Affairs and the Attorney General’s Chambers — to verify that commercial terms, benchmarks, and structural arrangements are reasonable, consistent with industry best practice, and comparable to similar arrangements in the sector.

The Gas-to-Energy project remains a cornerstone of the government’s broader energy strategy: delivering reliable, affordable, and cleaner power to Guyanese households and businesses, while cultivating local expertise and unlocking opportunities across the energy value chain.
