Dear Honourable Minister – MNRE, PS – MNRE, Head of Task Force, GtE, ED – EPA
Greetings of impeccable balance in One Guyana.
Further to the 13th June 2024 upload, ESIA and Other E&S Information | EXIM.GOV, with its 30-day period for submission, requests are hereby made for extractions from the Field Development Plan of Liza 1 & Liza 2 inter alia. This information is a necessity for submissions in the aforementioned EXIM Bank system before the closing date in or about 12th July 2024. This relevant data forms an integral part of the assessment of the Gas-to-Energy (GtE) project’s viability over its proposed 25-year life. Failure to provide the requested information before the deadline date may be construed as a direct action by GoG to deny civil and/or civic society’s right to information. Thereby stymieing their resistance to the implementation of the GtE project where to date there has been no public disclosure of any feasibility study. Duly noted the inferred feasibility study in the first 11 minutes (264) Press Conference by the General Secretary of the PPP, Dr. Bharrat Jagdeo.

Does the MNRE, The Task Force and/or EPA have copies of the reference study therein?
The following requests are made in reliance on the freedom of information within local law, ratified international treaties and regional practices. The human rights of access to information and deals in non-disclosures are of particular interest.
Request is hereby made for the extractions for the Field Development Plans (FDP) of Liza 1 & Liza 2 for the following:
Production Profile Forecasts
Reservoir Performance Evaluation and Prediction
Decommissioning Plan
Risk management.
IN ADDITION, request is made for the extraction from the Field Development Plans (FDP) of Payara, Yellowtail, Uaru & Whiptail for the following:
Production Profile Forecasts
Reservoir Performance Evaluation and Prediction
Decommissioning Plan
Risk management.
AND FURTHER, a request is made for the concluded GtE Project’s gas sales agreement and other commercial documents.
Anticipating a response by or before 10 July 2024, days before EXIM Bank’s closing date for submissions. It is hoped that GoG’s claims of transparency transcend their nondisclosures and lack of public information viz a viz GtE project and the requested information received in a timely manner.
