The accident that occurred on the afternoon of Tuesday July 26, in the vicinity of the Scout Association of Guyana’s (SAG) Headquarters, on Woolford Avenue, in which two visiting Cub Scouts from the island of St. Lucia were injured after being hit by an out-of-control car, raises the question of why vehicular traffic was allowed to traverse that avenue with so many young children present?
As the host city, clearly more should have been done to ensure that the Cuboree was incident free. Security measures and contingency plans are a must for events like this.
Rather than putting up barriers in front of shipping companies to prevent container trucks from leaving the wharves, the City Constabulary would have been better serving the city, if the constables instead, had secured the area around the Cuboree to prevent someone from driving the wrong way on this one way street, by placing and manning concrete and metal traffic dividers.
It is annoying to see this ‘Special Traffic Enforcement Unit’ set up by City Hall being used merely to badger and hound taxis and mini buses.
Georgetown which was given the honour of hosting this Cuboree, a remarkable event, should have ensured that it was surrounded by an extremely high level of security to ensure its complete success as an international event, and to guarantee that it remained the festive occasion it was intended to be.
The safety, security and well-being of all citizens and visitors to Georgetown, our capital is something the City Council must become more involved in if the ‘Garden City’ is to host more international gatherings.

This was not the responsibility of the City Constabulary this was the responsibility of the Police but sad to say they have failed us completely. We wrote asking for the road to be closed and our request was denied. We still continued to make phone calls and pleaded for police presence to control traffic flow. Finally one of the head persons said okay but still nothing was done, either there is no proper communication within the force or persons just do not follow orders (if indeed the orders were given) or we were just lied to. As part of the Cuboree management team I know all the hard work that was put into planning this Cuboree, safety and security was a priority for us. We wrote and sent all the necessary letters to everyone but we could not get the police to do something as simple as control traffic flow through Wollford Avenue. They waited until an accident occurred and are now doing what we were pleading and begging them to do from the beginning. The Cuboree is not us a Scout event, it is a Guyana event an with 700 visiting children we should have been given full support by everyone. I have no faith in those in charge of our police force. I don’t think I have ever been this angry in my life.
