A team of experts from the Mexican Petroleum Institute (IMP) is in Guyana to initiate discussions for the provision of technical support in developing Guyana’s emerging oil and gas sector.
The team which comprises Deputy Director General, Rafael Ramos Palmeros; Senior Advisor to the Director General, Gustavo Oficial Ramirez; Head of Innovation, Zurisadday Enrique Plata Calderon; and Manager, Israel Alejandro Vigueras Gamas; are being hosted for three days.
The visit represents collaboration with the Mexican Embassy and will involve a technical team from the Ministry of Natural Resources.
“The partnership will see Guyana receiving technical support in the development of a Petroleum Regulatory Agency and Institute, and tertiary and technical education and training in the mining, oil and gas and environment sectors,” the ministry explained.
The team met with Prime Minister, Moses Nagamootoo; Minister of Natural Resources, Raphael Trotman, and officers of the Ministry of Natural Resources.
During the meeting with Minister Trotman the team expanded on the work of the IMP and detailed a proposal for providing support emphasizing a proposal for country ownership and developing an authentically Guyanese model.
The Ministry said that Trotman expressed his gratitude for the presence of the team noting Guyana’s willingness to work with a country that has a long history in the oil and gas sector. Whilst here, the team of experts will also meet with Minister of Education, Dr. Rupert Roopnaraine; heads of agencies under the purview of the Ministry of Natural Resources; Dr. Ivelaw Griffith, Vice Chancellor; and representatives from the University of Guyana’s School of Earth and Environmental Sciences.
On its return, the team will develop three white papers for consideration by the Guyana government in the areas of production and consumption; framework for a regulatory agency; and the development of elements for the establishment of Petroleum Institute.
According to the ministry, the Mexican Petroleum Institute (IMP) has over 50 years of experience in Mexico’s petroleum industry and is the country’s leading research centre dedicated to technological research and development, provision of engineering and technical services, training, and awarding degrees, and participating in strategic and technological joint ventures.
US-owned ExxonMobil discovered oil in its offshore concessions last year, with the new Government moving rapidly to introduce mechanisms that will address environmental, and transparency measures to ensure that the country is protected and will be able to capitalize on the proceeds.
