(Kaieteur News) – The US$2B Wales Gas-to-Energy project is turning out to be a carnival for the shadowy cabal consisting of PPPC Government’s trusted companions. It is a source of constant fascination how this government of 29 years has increased its talent to create huge new infrastructure projects to maintain its schemes to enrich its circle.
It seems that the five-year absence from power has emboldened PPPC leaders to make-up for that lost time, and rip-off Guyanese with yet another expensive project that goes nowhere. There is the Wales GTE now characterised by the same old developments that will cost taxpayers a bundle bigger than US$2B when done, while giving them little in return. It is not only who is around the US$2B Wales trough, that feeding frenzy that requires another US$250M to prop it up, but how they got there.
Most Guyanese may have never heard the names Jiayi Su or Tropical Construction & Building Supplies, Inc (Tropical). But most have heard of Su Zhirong, special friend and tenant of Vice President Bharrat Jagdeo. A friend who is such an insider, that he enjoyed the intimacy of the vice president’s company and hospitality in the former president’s home. Only a man with the special status of Su Zhirong could have had access to Jagdeo and according to Su, prospered from doing business with each other. The guts of Su’s claims highlighted a shadowy PPPC Government network that makes its own rules, arranges its own deals, with one big party the result. Just when Guyanese thought they had heard the last of Su Zhirong, his name made it back into the news (and not in a positive way). His daughter Jiayi Su and the company in which she is a major shareholder, Tropical, are the headliners, to be precise.
Somehow, through some mysterious but powerful force, Jiayi Su is the recipient of a contract for supplies and services at the US$2B Wales GTE project. When Jiayi Su and Tropical could secretly be part of the Wales GTE, then logic has no place, procedures no bearing, and standards no meaning. We at this paper must be clear: her family relationship should not serve as an absolute bar to participating in any public works contract that Guyana has going. But on the condition that Jiayi Su and Tropical fulfill all the requirements of Expressions of Interest and Invitations to Bid on a project. The Wales GTE could do without any more of the questionable, suspicious, and what gives any indication of backdoor dealing. But Guyanese are now learning that Su Zhirong’s daughter didn’t meet set criteria, jumped the line, and snared a contract from Lindsayca. Whenever the name of Lindsayca is now heard, Guyanese expect the worst. It seems for reasons known only to its bosses, Lindsayca felt there was a necessity, maybe even an obligation, to award Jiayi Su and Tropical a contract to render services for the Wales GTE project.
Apparently, the GTE Taskforce was unaware of the involvement of Jiayi Su and her company. So, this raises the question of who is really behind Su’s daughter and Tropical? It is revealing that with so many other Guyana experienced in civil works services, Jiayi Su and Tropical benefited, and continues to benefit, from favourable consideration. There is an unsavory reek that hangs over this entire setup, and we do not think that it is a random occurrence. Is a contract for Jiayi Su a favour to someone that is high up in the government, high enough that the GTE Taskforce is bypassed, and part of an ongoing quid pro quo? Is Lindsayca’s giving business to Su Zhirong’s daughter part of the arrangements and webs that have become so routine in the conduct of government standards? Millions upon millions are spent, and instead of progress, there is the retarding.
It baffled those associated with the Wales GTE that Jiayi Su and Tropical have endured, despite not delivering, despite being a major source of project delays. Obviously, there is more than meets the eye with Jiayi Su, who manifests many elements of someone who’s well-recommended and well-protected. The concern is how much more Guyanese can take from the PPPC Government, Lindsayca, and the GTE Taskforce.
