(Kaieteur News) – One of the 18 contractors who bid to carry out external works at the new administrative building for the Regional Democratic Council (RDC) of Region 10, tendered approximately $12 million below the government’s engineer estimate of $65 million for the project.
According to the minutes of the tender opening for the project released by the National Procurement and Tender Administration Board (NPTAB) recently, the 18 contractors all bid below the engineer’s figure.
Of the 18 bids, Keron Evans General Construction & Transportation submitted a bid of $52,909,584, some $12 million less for the project.
From the information provided by NPTAB, those vying for the contract are :Sovereignty Investments Construction Services (SICS Builders) – $64,375,719; Extermax Pest Control – $57,269,940; H&S Contracting Services – $57,441,540; Mcrae’s Supermarket & General Store – $63,913,491; Naran Construction – $62,004,540; K.H Construction & General Merchandise – $63,675,664; Komera General Construction – $61,531,340; F&Z Construction & Trucking Supply – $59,048,600; Basheir’s Engineering Services – $57,536,440; Andrect Engineering & Construction Inc – $62,203,960; B.T.B Construction Company – $58,480,074; Perfection Enterprise – $60,895,474; Visible Solutions & Essential Services – $58,496,204; Keron Evans General Construction & Transportation – $52,909,584; Mohamed’s Savannah Ranch Inc – $61,238,840; Anwar’s Logistics & Construction Company – $63,434,800; Basheir & Son’s Construction Inc. – $60,088,600; and Mohamed’s Concrete Enterprise Inc – $64,548,640.
The external work includes the construction of fence and landscaping, a water trestle and guard hut for the admin building.
Kaieteur News previously reported that after spending approximately $235 million to construct the new administrative office for the RDC in 2025, the government intends to spend an additional $65 million on the project for external works.
Regional Chairman Deron Adams in May informed this publication, “The building is currently under construction. It’s just about 50% (complete) and we hope that by the end of this year, the contractor can have same completed.”
It was reported that the new RDC office will be located at Speightland, Mackenzie, and the decision for a new building emerged from the lack of space to properly accommodate the staff, all the departments that fall within the RDC and the deplorable state of the building.
During a February 2024 Parliamentary Public Accounts Committee (PAC) meeting, it was disclosed that after a contract for the building was initiated in 2017, the project was later terminated in 2021.
It was explained during PAC that in December 2017, the region awarded a contract valued $256 million to Chungs Global for the construction of the regional administration building. The project was given a 24-month completion timeframe which should have seen the project completing in December 2019.
However, the project was delayed and given a temporary cease order in March 2018. The project recommenced in January 2019.
An engineer from the RDC, Gavin Clarke had clarified at the meeting that when the temporary cease work order was made in 2018, a recommencement order was given to the contractor for the project to be restarted. This occurred on January 31, 2019. Having been given a new commencement date, Clarke said the revised completion date was set for January 18, 2021. Clarke went on to state that with January 31, 2021 being the revised completion date, the letter of termination was issued to the contractor in April 2021.
He explained that in April 2021, only 12 percent of the works was done.
The now former REO Dwight John, in his explanation at the time said that the contract was terminated due to poor performance and the percentage of works completed at the time.
Following the termination of the contract in 2021, no other contract was awarded to complete the building. John told the PAC that he made proposals for funds to be set aside to complete the building in the 2021, 2022, 2023 and 2024 budgets but the government did not approve the proposals. In the 2025 budget however, funds were allocated for the project.
