(Kaieteur News) – Guyana will host the joint International Civil Aviation Organisation/European Union Aviation Safety Agency 3rd Global Regional Safety Oversight Organisation and Regional Accident and Incident Investigation Organisation Forum for Aviation Safety from September 29 to 30.
Speaking at the media launch of the forum on Wednesday at the Arthur Chung Conference Centre, Liliendaal, Greater Georgetown, Minister of Public Utilities and Aviation, Deodat Indar said Guyana’s selection to host the high-level aviation gathering reflects the country’s growing role in regional and international aviation oversight and safety.
The event is expected to bring together global aviation authorities, senior government officials, technical experts, and representatives from Regional Safety Oversight Organisations (RSOOs), Regional Accident and Incident Investigation Organisations (RAIOs), member states, and industry stakeholders.
The forum, being organised in collaboration with the Guyana Civil Aviation Authority, ICAO and EASA, will focus on strengthening aviation safety oversight systems, improving accident and incident investigations, and advancing regional cooperation in the aviation sector. Discussions are also expected to address emerging challenges facing global aviation and identify long-term strategies for sustaining effective oversight and investigative systems.
Indar used the launch to outline advancements in Guyana’s aviation sector between 2020 and 2026, including significant investments in infrastructure, regulatory modernisation, and international connectivity. Among the projects he highlighted were the construction of a new state-of-the-art air traffic control tower complex and expansion of Terminal Two at the Cheddi Jagan International Airport, as well as plans for two new greenfield international airports at Lethem and Rose Hall.
The minister also pointed to the modernisation and digitisation of aviation systems, expanded training initiatives, and efforts to strengthen aviation safety oversight capabilities. According to him, the number of aircraft on Guyana’s registry increased from 78 in 2020 to 110 in 2025, representing a 41 per cent increase. He also shared that aircraft movements through Guyana’s airspace rose from 63,863 in 2020 to 99,508 in 2025, a 55.8 per cent increase over the period.
Guyana’s aviation security rating under ICAO audits improved to 80.12 per cent from 62.90 per cent in 2016, while the country attained a 63.41 per cent compliance level with ICAO safety standards following a June 2024 audit, surpassing its 2007 performance and the results of the last four ICAO audits conducted in South America at the time, the minister said.
Indar further announced that new Automatic Weather Observation Systems had been installed at both CJIA and the Eugene F. Correia International Airport to provide hourly automated weather updates to air traffic controllers and aircraft operators. He said Guyana also launched the first ICAO Next Generation of Aviation Professional Plus Programme in CARICOM, while the Civil Aviation Training School achieved ICAO TRAINAIR PLUS certification, advancing from bronze to gold standard status and enabling the institution to offer internationally recognised aviation training.
Indar noted that Guyana had expanded its signed Air Services Agreements from 13 in 2020 to 27 in 2026, more than doubling the number of bilateral agreements. He also highlighted Guyana’s first Women in Aviation Conference, held in March this year, in keeping with ICAO’s push for greater participation of women in the aviation sector.
Indar announced as well that Guyana, through Director General of the GCAA Egbert Field, had been elected to the chairmanship of the Caribbean Aviation Safety and Security Oversight System for the next two years. Also attending the launch were GCAA Deputy Director General, Dr. Shaheed Sulaman and moderator, Alex Graham.
