GRA lost hundreds of millions in taxes on importation of three luxury vehicles by lawyer
(Kaieteur News) – The Guyana Revenue Authority (GRA) has been the victim of massive tax evasion in the past by multinational corporations and even locals but new information has reached this newspaper exposing a major scandal, resulting in the loss of massive revenue to the State by founding member of the London House Chambers (LHC), Devindra Kissoon.

According to information reaching this newspaper, the attorney was able to purchase three luxury vehicles: a Lamborghini, Porsche and Mercedes Benz between 2021 and 2025. But the mere purchase of the vehicles is not the issue, but rather the grossly understated value seen and declared on invoices submitted to the tax regulator.

The most recent purchase by the top legal professional dates back to January 2025 when a grey, world-renowned, super SUV- Lamborghini Urus was registered at the GRA. The invoice states that the vehicle was purchased for just GY$22.5M or approximately US$107,000 at an exchange rate of about $210.

This means that the value declared by Kissoon was slashed by half. By declaring the vehicle at less than half its market value, tens of millions of Guyanese dollars in legitimate excise and duty payments were effectively wiped out with the stroke of a pen, but this wasn’t the first such purchase.

GRA documents seen by this publication show that in April 2024, the lawyer purchased a green luxury sports car from Porsche Motor Co. The supercar was declared with a customs valuation of just GY$4.7M which equates to a paltry US$22,488- the cost of a used Honda Civic when the price of this German beast usually starts around US$135,000 or GY$28M.
In November 2021, the GRA lost even more taxes when London House Chambers registered a Mercedes GLE-350. This white premium luxury SUV was declared at GY$9,358,481 or approximately US$44,564. While less egregious than the supercar valuations, it remains a remarkably low figure for a vehicle in this premium class, perfectly continuing the pattern of deflated customs declarations.
While the upper class neatly manoeuvres the legal system, these individuals pocket millions, cheating the State of revenue that should have rightly been used to help build more schools, hospitals and roads to benefit our people.
But the purchase of these luxury vehicles that slip under the radar is not new to the country, as just about one year ago similar reports surfaced of the now Opposition Leader, Azruddin Mohamed being embroiled in a similar scandal.
Mohamed was previously charged for allegedly failing to pay $1.2B in taxes for a suite of luxury cars he owns and imported some years ago.
The vehicles included a 2020 Ferrari, a 2023 Land Rover Range Rover, one 2023 Rolls Royce, one 2020 Lamborghini Roadster, one 2021 Toyota Land Cruiser and a 2021 Toyota Land Cruiser.
When the scandal broke, the young Mohamed released WhatsApp conversations between himself and President Ali who he said instructed him to pay $25M in taxes rather than $50M.
He said, “With his (President Ali’s) approval on October 7, 2020, the Lamborghini was bought for US$75,000,300. Irfaan is in receipt of that invoice, as seen in the messages. While they said that they don’t have any proof. Here it is.”
Mohamed said the payment was made through Republic Bank and the invoice was sent to Ali on December 8, 2020.
Meanwhile, Ali in a statement shared to his Facebook account admitted that he was contacted by Azruddin Mohamed about the transaction, however he was unaware of the true value of the luxury cars.
The President explained, “My number is no secret. It is the same number I have had in and out of government, so having my number is nothing special. Thousands of Guyanese continue to contact me on various matters. As I stated before, at no time did Azruddin Mohamed present any invoice for US$695,000, which we now know is the true and correct value of the car. Instead, he reaffirmed and confirmed his lies that the invoice he shared and presented to GRA was US$75,000.”

The registered MILES on each (at purchase and registration) would
indicate if these are USED VEHICLES. The term “second hand” is not used
if previously owned by original purchaser as new).
I see, only the Mohameds was able to register their vehicles this way.
Now, the US authorities will have to secure the ORIGINAL sales tickets
as they did in Mohamed’s case, and provide them to GRA, which, in turn will
seek additional revenue ? Let’s wait and see.
