(Kaieteur News) – When companies need a new beginning, they come to Guyana. When companies seek to rid themselves of their burdens, enjoy an easygoing, helpful, environment, there is no better place than Guyana. Newfound oil wealth that generates many rich opportunities, and a government that is the best there is in welcoming those interested in easy pickings. Struggling US-based Lindsayca-CH4 is a prime example of a company that struck a rich vein of prosperity from Guyana’s oil, and a PPPC Government that is either comfortable with its financial exploitations, or is a part of its special ways of doing business.
Guyana’s President Ali, the man in charge of an ocean of oil, flies commercial to many parts of the world to market Guyana’s oil. Flying commercial is below the standards and dignity of the generals and other bigshots at Lindsayca-CH4. Only private jet will do for the people. That’s this country’s choice of a contractor to construct Liquified Natural Gas and power generation plants for the US$2B Wales gas-to-energy project. Bill Guyana and it will pay, since money is not a consideration, which proves that old adage: a fool and his money is soon parted. Truth be told, Linsayca-CH4 has done just that to Guyana, with the unbelievable almost commonplace: cargo is jetted into this country in the luxury holds of private jets. There is a pattern to the US millions already billed to Guyana, with more coming to light, thanks to the digging of this paper.
Having succeeded in wresting US$82M from Guyana’s coffers, through the decision of a Dispute Adjudication Board, the company has plans afoot to grab another US$250M in additional costs to get the Wales project done. Foreign companies held out as vibrant and trusted oil and gas partners by the PPPC Government are treating this country like a low harlot. Do whatever is pleasing, for there is confidence that such conduct can be gotten away with, since there are no consequences. Behind closed doors, schemes are put forward by Lindsayca-CH4 to shakedown and gouge Guyana some more. One is cost-plus contract, which binds this country to guaranteeing a stated profit amount, regardless of what the final cost for the Wales gas-to-energy ends up being. We are on record as calling that financial extortion, which is a polite way of summarizing what is happening.
Why is Lindsayca-CH4 preparing to tack on another US$250M to the Wales GtE project, when US$170M is needed to move closer to completion, according to project insiders? Who in Guyana, who in the PPPC Government, could be a partner, in what smells of a fix, in that extra US$80M attached? Why was Lindsayca-CH4 awarded the contract to build the two plants at Wales, when it should have been the last bidder to succeed or, worse, not even recognized as a qualified bidder? The company’s history should have been a warning sign to the Wales Taskforce bid evaluators, and ruled it out as bad, if not the worse, for Guyana. In a country where extortion is quite the culture, why open the door for another layer to be introduced? Whatever the answer to these questions, Guyana is now seemingly helplessly stuck with Lindsayca-CH4.
It doesn’t have to be, nor should the Guyana Government maintain its silence and hands-off approach. If the PPPC Government decisionmakers prefer to pretend that they did not know before, this paper has provided a road map of all that is in play with the Wales project. This paper has published a series of articles that reveals what kind of contractor and partner Guyana has recruited in Lindsayca-CH4. If decisionmakers in the PPPC Government insist on silence, then what are they afraid of, and what could they be desperately trying to coverup? PPPC Government leaders do not have the luxury of keeping their distance, given the exposures of the company’s expensive practices. If they continue to do so, the spotlight would shift to them, with concerns of where they stand on Lindsayca-CH4, how they are going to deal with this, and why they are holding back.
It seems that in selecting Lindsayca-CH4, the government has dug yet another deep hole for Guyana. This company will grab all it can, until it’s stopped.
