(Kaieteur News) – Twenty-eight-year-old Recardo Phillips, the new regional chairman of Region Five (Mahaica-Berbice), is to date the youngest ever to assume that role, and already, he is focused on piloting his region through significant advancement across all sectors.
Phillips’ nomination as the chairman on October 10 was successful when the RDC conducted its elections of regional councilors.
Undaunted by the hefty responsibilities of his new role, Phillips is confident in his preparedness to take charge of the predominantly agriculture region.
“It is my belief that I am well-equipped for this new role as regional chairman, since I am very familiar with this region, being born and raised here, and having worked for a number of years in this region in a role which allowed me to travel the length and breadth of this region,” he told Kaieteur News.
Phillips endeavors to emulate the strides of outgoing chairman, Vickchand Ramphal, particularly with regard to accountability and transparency-traits he lauded as defining of his predecessor.
A graduate of the Bishop’s High School, Phillips later attended the University of Guyana (UG), where he successfully pursued a degree in civil engineering. His relevant qualifications paved the path for his employment as civil engineer at the Ministry of Local Government and Regional Development, as well as for his region’s RDC. His professional experiences stretched even beyond Region Five, all the way to Region One (Barima-Waini), where he served as its regional engineer and programme manager.
He will lead the region alongside vice-chair Kleon Lindey, and pledges to uphold good stewardship of the 18-member RDC and the entire region.
“I plan to hold all programmes of the RDC accountable so that the people can get value for their money and the people can see tangible benefits of governmental investments in the region, and being transparent in the implementation and execution of the various projects which will be rolling out in the coming years.”
The He said his vision is to transform both the physical and institutional framework of Region Five to allow for the efficient and reliable delivery of services from all sectors of government to every citizen there.
This transformation will be modeled by his four philosophies; inclusivity, equity, accountability and shared prosperity, which he said will theme his tenure over the next five years.
For him, accountability ensures that “all stakeholders, that is all residents of Region Five, must be involved and informed of all decisions and all the transformative projects and programmes that will be implemented in this region in a consultative manner.”
On the notion of equity, Phillips maintains that all the resources within the ambit of the RDC and all other agencies or sector ministries which are allocated to Region Five must be equitably shared to every community there.
For the critical area of accountability, the new leader declared that all policies and programmes of the region must be executed in a manner that is transparent and should be able to withstand scrutiny.
With regards to shared prosperity, Phillips stressed that all must benefit from the president’s development agenda.
Phillips said he considers himself a bold leader who stays true to values and puts people first.
