Kaieteur News- The Government of Guyana, through the Ministry of Health, on Saturday officially launched its GY$10,000 Universal Healthcare Voucher programme at the Arthur Chung Conference Centre.

The programme was initially introduced by President Irfaan Ali last year and is set to benefit both children and adults across the country.
Director of the Ministry’s Non-Communicable Diseases Programme, Dr. Latchmie Lall, provided an overview of the programme. She said that the Universal Healthcare Voucher Programme is an initiative that will transform the way healthcare is approached in Guyana.
“Our President has made it clear that healthcare must be accessible, proactive and preventative, no longer should our people wait until illness takes hold before seeking help,” Dr. Lall stated.
Embracing a future where early screening and timely intervention can save Guyanese lives, Dr. Lall mentioned that this GY$5 billion investment programme will benefit over 500,000 citizens (both children and adults) by providing them with a $10,000 healthcare voucher to access critical medical testing.
“Tests that can detect diseases like diabetes, anemia, coronary heart disease risk, kidney disease, disease of the thyroid gland, increased risk of prostate cancer, hyperlipidemias and uncontrolled cholesterol levels, before they become life-threatening,” she explained.
The Director noted that this initiative is more than just a policy, stressing that it is a lifeline and by partnering with 36 healthcare facilities, it is certain that this programme is spread across all 10 regions.
“We are also pleased to announce that we will continue to partner with a total of 31 eye facilities and 8 HPV screening providers to continue with programmes that we started last year. We are ensuring that every citizen, regardless of where they are, has access to high-quality medical screening and care,” she announced.
Regarding access to the $10,000 voucher, it was revealed that citizens will receive their voucher at health centres, hospitals and outreach programmes and that special efforts are being made to reach remote communities and hinterland regions. These vouchers can be used at private clinics, labs and hospitals across the country. Dr. Lall said at the ceremony that once tested, results will be sent to physicians at hospitals and health centres who will guide patients on the next step of care.
It should be noted that testing results can also be picked up directly from providers as well.
Noting the importance of the initiative, Dr. Lall related that this program will enable healthcare professionals to detect diseases earlier, leading to better treatment outcomes, lower healthcare costs by preventing complications, and improve life expectancy—allowing people to live longer, healthier lives. Additionally, it will facilitate the collection of critical health data to inform future health policies.
The Director encouraged all citizens to take advantage of the programme. She asked that healthcare providers participate fully in the programme and ensure that they provide quality diagnostic services and that community leaders and non-governmental organizations (NGOs) spread awareness and encourage participation and support outreach efforts.
“This initiative represents a bold step forward, a commitment to building a healthier, stronger, and more resilient Guyana. By working together, we can reduce the burden of disease, improve access to quality healthcare and create a future where every Guyanese citizen has the opportunity to live a full healthy life,” she expressed.
Meanwhile, President Ali, who delivered the feature address said that his government is committed to the people of this country and is working tirelessly to not only build a world-class healthcare system but to deliver world-class healthcare services. He said the voucher programme is just a step forward in that direction.
President Ali also spoke of investments made in the sector that will be evident over time, while noting that health officials have been engaging international partners to train nurses, for the use of technology, and implementing policies geared at providing the best healthcare services.
It is with this, he said, that local professionals are working tirelessly in developing preventative and treatment care for citizens.
“Today we live in a world where 80% of chronic diseases can be prevented by better lifestyle, by better choices but we can’t understand what those choices are if we don’t have the data,” the president said noting that non-communicable diseases in the Caribbean accounts for approximately 76% of deaths while pointing to cardiovascular diseases, cancer, and diabetes as leaders.
The President shared that “The healthcare industry is shifting from a treatment-based approach to preventative healthcare, major shift globally focusing on early detection, vaccination programme, lifestyle changes and policy intervention.” He added it is through these programmes and collecting the data, that the country is allowed to enhance its healthcare system to one that is preventative.
Further, the head-of-state disclosed that citizens, through the vouchers, will benefit from a 40-70% discount on services that are provided by private laboratories and hospitals.
Minister of Health, Dr. Frank Anthony, thanked President Ali for the initiative and noted that efforts are continuously being made to improve infrastructure and provide quality healthcare and service.
“But a lot of what we have done has been on the curative side and what we want to make sure is that there is a continuum. So we want to focus on the preventative side and that is where these vouchers are situated to make sure that people can get the relevant test, and once they are tested, we can determine whether they are at risk for certain diseases, and if they are at risk, what precautions they need to take,” he explained.
According to the health minister, some people may be experiencing symptoms of diseases without realizing it, as they have not taken the time to get checked.
He said that with this new programme, health officials would now be able to at least identify the most prevalent non-communicable disease in the country.
“We also took the opportunity in this initiative to make sure that we focus on our children and this is also complementing a programme that we introduced about a year and a half ago, where we have started a school health programme, going into the schools, screening every child to ensure that they are healthy,” he stated.
Noting that there are other healthcare programmes already established to care for children and adults, the Health Minister yesterday shared, “This voucher is one of those really great initiatives that would help with the prevention of diseases or to delay the onset of diseases.”
