The Opposition, our supporters and a wide cross section of Guyanese do not recognise Mr. Clifton Hicken’s appointment as Acting Commissioner of Police as a legal one. His appointment, according to the Constitution of Guyana, is not lawful. He has been placed in that position to ensure the politicisation of the police force and he has commenced his political duties.
Hicken visited the community of Bareroot on the East Coast of Demerara yesterday under the guise of a national outreach by the “Commissioner of Police” to listen to problems of those communities. Residents told him that the major problem is police harassment; daily police harassment of youths in that impoverished area. They lamented that since the PPP entered office no Minister of Government visited. They pointed out that there were no jobs or recreational facilities for the youths and therefore many young people “lime” on the corners as a form of socialisation only to be continuously harassed by members of the GPF.
Here is where it gets wicked and ugly in Hicken’s quest to do his political biddings for the PPP; he instructed his Commander to acquire the name, age and address of every youth in Bareroot. Yes, that is for the police database and to build a profile on who is who in that community. No police should request such information from residents of any community if they have not committed a crime or are under investigation and no citizen should voluntarily offer the police such information.
Hicken went further to say that the youths of Bareroot would be taken on the weekends to police headquarters to be trained and food and transportation will be provided. What is this training about? PPP indoctrination? What the people of that community need are jobs, recreational facilities and land to rear their livestock since they claim that cows, pigs and nasty police share the same living space with them. Hicken must not believe that with one swoop he can do the work of the Ministry of Labour and the Ministry of Youth and Sport to serve his masters.
If Hicken needs young boys and girls to volunteer to any training outside their community all he needs is their parents’ cell phone numbers or email addresses. The People of Bareroot must reject Hicken.
