It is very startling that this country’s education system has been without a Chief Education Officer since September 2016. The vacancy for a Chief Education Officer was advertised, candidates were interviewed and yet no Chief Education Officer has been appointed. What is the reason for this? What is even more befuddling is that Minister Roopnarine was quoted in the press as saying that the current acting CEO, Marcel Hutson, is most likely to become the CEO. Has Mr. Hutson lost the confidence of the Minister?
Now that the Commission of Inquiry into the education system has completed its preliminary report, it is vitally important that a CEO is in place to initiate changes and implement the recommendations. Additionally, the organizational structure of the Ministry of Education is significantly affected by the non-appointment of a CEO. The current acting CEO is a DCEO so someone is acting in his position while he is acting in another position. It seems the Ministry of Education has once again been relegated to the greatest theatre in Guyana.
Not too long ago, the same scenario took place with Mrs. Whyte – Nedd acting as CEO without being confirmed. The current Government, then in opposition, huffed and puffed about this great injustice. The huffing and puffing has stopped. I can’t even hear a whisper. Minister Roopnarine, please appoint a Chief Education Officer.
