Exxon refuses to tell Guyana cost for gas pipeline
…says “that’s what I’m able to share, roughly US$1B”
…as Govt. silent on price tag
(Kaieteur News) – Guyana is presently paying an unknown cost for the 220-kilometer pipeline, laid by ExxonMobil Guyana Limited close to two years ago, to support the delayed Gas-to-Energy (GTE) project at Wales, West Bank Demerara.
The country’s oil profits are being shortened by the American company that has refused to tell Guyanese the cost of the structure they are forced to pay.
During a press briefing on Tuesday, the company’s Vice President (VP) and Business Services Manager, John Colling regurgitated an average cost of US$1B, hiding the true bill associated with the development.

Stakeholders believe that the pipeline cost has significantly increased above the US$1B mark, prompting executives to hide the astonishing expense from the public to avoid raising further alarm about the overpriced GTE project.
Initially, the project was pegged at US$478M but new estimates show the cost of the project to be about US$2B.
In response to a question from this newspaper, Exxon’s VP stated, “The cost of the pipeline is roughly US$1B.” Kaieteur News however objected that the nation has constantly been told of this average cost and requested the final figure attached to the project.
Colling nonetheless maintained that he was only allowed to disclose that figure. “So that’s what I’m able to share, roughly US$1B…what I can share is roughly US$1B.”
In February 2025, Exxon’s Country Manager, Alistair Routledge said he could not state the final figure for the pipeline, two months after the structure was completed. “The cost of the pipeline, the estimate was US$1B, we are still in the process of closing out contracts for all the different supplies. I don’t have an absolute final number at this stage but it is very much in line with the original budget of US$1B,” he assured.
The absence of clarity on the cost of the pipeline comes amidst a complete blackout of evidential information on the controversial gas project. To date government has not revealed any of the agreements signed with Exxon for the project. In the meantime, the country continues to be fed only with verbal statements regarding the project.

Information received by this newspaper from credible sources and confirmed through financial statements from the Stabroek partners indicates that Guyana has not only agreed to pay the pipeline costs but to purchase the gas in Stabroek from ExxonMobil. While the Chief Policymaker for the sector, Bharrat Jagdeo has stated that gas will be supplied free of charge to the country, government is yet to release any documents or agreements supporting that position.

Since February this year, questions relating to the cost of the pipeline were sent to the Minister of Natural Resources, Vickram Bharrat. In March, Prime Minister Brigadier (Ret’d) Mark Phillips also received similar queries who directed this newspaper to the Head of the GTE Taskforce, Winston Brassington. None of the state officials have provided the information, despite a reminder sent on Saturday.

The lack of transparency on the country’s largest financial project on record raises deeper concerns about governance and accountability for billions in revenue, especially as the administration gears up for a second GTE project to be built in Berbice. The opaque business deals continue to raise eyebrows, while the GoG boasts of “transparency and accountability” in managing the oil rich nation.
