Kaieteur News – The Supreme Court of Judicature of Guyana has been formally accepted as an Implementing Member of the International Consortium for Court Excellence (ICCE).
In a recent statement, the court remarked that the achievement represents a significant milestone in the judiciary’s commitment to strengthening governance, institutional performance, and the delivery of justice.
Guyana was accepted on February 12, 2026 and joins the Caribbean Court of Justice, the Supreme Federal Court of Brazil and the Judiciary of Jamaica as regional members of the ICCE.
The ICCE is an international network of courts and organisations dedicated to promoting excellence in judicial administration through the International Framework for Court Excellence (IFCE), a globally recognised quality management framework designed to assist courts in achieving continuous improvement across seven core areas of performance: leadership and management, strategy and policy development, court processes and infrastructure, court user engagement, accessibility of services, resource management, and public trust and confidence.
Acting Chancellor, Justice Roxane George noted that this milestone affirms the judiciary’s commitment to accountability, transparency, and continuous improvement. The chancellor emphasised that the achievement of excellence is an ongoing responsibility requiring sustained effort and collaboration by all judicial officers and staff across all levels of the courts.
The judiciary’s acceptance follows an extensive internal process that began in December 2024 with preparation for the judiciary-wide self-assessment under the IFCE. It was also disclosed that between 22 July and 11 August 2025, judicial officers and staff participated in structured surveys designed to evaluate institutional performance against international standards.
“It reveals a fundamentally sound judiciary, with the capacity to become consistently excellent. As a result, the judiciary analysed the data from the surveys and conducted a structured review of institutional systems and operations to determine areas that require focused attention,” the court said.
It was outlined that several areas were identified and categorised for implementation in the short, medium, and long term. These areas are being advanced in alignment with the judiciary’s Strategic Plan 2024 – 2031 to ensure coherence, sustainability, and measurable progress under the IFCE.
The court noted that as one of the three constitutional arms of the state, the judiciary plays a critical role in upholding the rule of law. Its acceptance into the ICCE reinforces the judiciary’s resolve to meet internationally recognised standards of court excellence so as to respond effectively to Guyana’s evolving social and economic landscape.
The Supreme Court of Judicature, comprising the Court of Appeal, the High Court, and the Magistrates’ Courts. The court said it remains committed to strengthening the capacity of its leadership and human resources, advancing innovation by utilising technology, enhancing infrastructure, and expanding high quality service delivery in order to ensure trust and confidence in and access to justice throughout Guyana.
