(Kaieteur News) – The Ministry of Natural Resources (MNR) on Tuesday announced the rollout of a new structured timeline for reviewing and approving applications for local content certification.
Commencing January 2026, the ministry explained that sole proprietorships and landlords will have new applications processed within five working days, with renewals completed within three working days.
The new regulations will also allow new 100 per cent Guyanese-owned companies and business partnerships to enjoy a 15-day processing time for applications while renewals will be completed in 10 working days.
Additionally, all other companies will see new applications processed within 21 working days, while renewals will be completed within 15 working days.
MNR said the new timelines are intended to bring greater clarity, predictability, and efficiency to the process, ensuring that businesses and companies understand the expected approval periods following the submission of all required documents.
The local content secretariat pointed out that the timelines will only begin once all required documents have been received, ensuring that processing periods are consistent, transparent, and aligned with the government’s commitment to a more responsive public service. Further, an updated list of required documents will be posted on the petroleum.gov.gy website, clearly indicating the documents which will be required under this new framework.
The ministry urged stakeholders across Guyana’s petroleum industry and its wider supply chain to download and utilise the local content app, launched in February of this year. It said the platform brings suppliers closer to contractors and subcontractors by streamlining access to procurement needs and strengthening local participation in the sector.
Meanwhile, the ministry added that it will be launching a portal in January 2026 where applications can be submitted online to optimise efficiencies in the process.
The local content act was passed in the national assembly in December, 2021. It is intended to regulate the way companies operate in Guyana’s oil and gas sector; employ persons, buy services and the way that they procure goods.
The first schedule of the act sets out 40 categories of work for Guyanese participation via the supply of goods and the provision of services which include: food supply, rental of office space, accommodation, insurance, accounting and legal services.
According to the act, Guyanese must provide 90 per cent of office space rental; 90 per cent of accommodation services (rental of houses and apartments;25 per cent pipe welding onshore; 75 per cent non-hazardous waste management; 90 per cent janitorial and laundry services; 90 per cent catering; 75 per cent food supply; 100 per cent immigration services and 100 per cent local insurance services to name a few.
