(Kaieteur News) – The Guyana Geology and Mines Commission (GGMC) has officially withdrawn from its role as mediator in the longstanding land rights dispute between the Chinese Landing Village Council and miner Wayne Vieira, as the breakdown in state-backed efforts continue.

In a letter dated September 7, 2026, GGMC Commissioner Newell Dennison informed Chinese Landing Toshao Nikita Miller that the commission is stepping back from the initiative, citing shifting circumstances that have rendered the mediation ineffective.

“I regret that the initiative for a mediated solution between the parties appears to have been overtaken by developments and circumstances affecting both sides,” Dennison stated in the correspondence, which was also copied to Minister of Natural Resources Vickram Bharrat.

The decision formally terminates the mediation process originally launched by the GGMC following commitments made during the National Toshaos Council (NTC) Conference. The effort was intended to resolve tense, ongoing friction over mining concessions granted within Indigenous village lands.

The collapse of the talks follows months of escalating tensions on the ground, where residents and village council have consistently raised concerns over environmental degradation, security, and the enforcement of village rights. With the regulatory body now stepping aside, the GGMC informed the village council that it remains free to pursue alternative remedies.

“Of course, you remain at liberty to pursue whatever legal avenues you deem appropriate to address the matter concerning Chinese Landing and Wayne Vieira,” Dennison added.

The withdrawal leaves the dispute without a formal administrative mediation framework, shifting the focus back to legal battles and administrative oversight by the Ministry of Natural Resources as the community considers its next steps.

The South Rupununi District Council (SRDC) issued a statement in support of a peaceful, mediated resolution to the ongoing territorial dispute in Chinese Landing, provided the process adheres to strict standards of equity and integrity. For mediation to be valid, the SRDC emphasises that it must be safe, fair, and conduct business on equal footing, recognising the village council as the community’s legitimate representative. The process must grant the community access to independent technical and legal advice, provide adequate time to evaluate proposals, and address underlying land, legal, and environmental issues rather than merely diffusing immediate physical confrontations. The SRDC further warned that mediation should never serve as a mechanism to pressure Indigenous groups into unwanted concessions, stressing that true resolution relies on the principle of Free, Prior, and Informed Consent (FPIC) rather than treating community agreement as a post-decision formality.

In its direct appeal to the government, the Ministry of Natural Resources, the Guyana Geology and Mines Commission, and the Ministry of Amerindian Affairs, the SRDC outlines concrete demands to ensure mediation operates without coercion. The council insists that authorities guarantee any dispute resolution process remains entirely free from intimidation and respects Indigenous land rights alongside the village council’s local authority. Furthermore, the SRDC highlights that effective mediation must give meaningful effect to the July 2023 IACHR precautionary measures, address structural legal frameworks governing mining in Indigenous territories, protect vital natural resources, and resolve physical damages to community infrastructure. Ultimately, the SRDC asserts that economic development and Indigenous rights should not be opposing objectives, urging State institutions to ensure Guyana’s national development does not bypass the fundamental rights and safety of affected communities.
