PPP to strengthen Guyana’s defense capabilities through technology if elected

Kaieteur News – The People’s Progressive Party Civic (PPP/C) has promised to strengthen Guyana’s defense capabilities by utilising technology, should it return to office after September 1.

On Monday, the party formally unveiled its manifesto at the Pegasus Corporate Suites which contained highlights of its plans for the second term if granted by the electorate.

Referencing the country’s sovereignty and its territorial integrity, specifically the borders, natural resources and Exclusive Economic Zone (EEZ), the document highlighted that key priorities will include “strengthening the capabilities of the Guyana Defence Force with strengthened border surveillance using AI-driven automated systems, leveraging emerging satellite technologies and utilising radar technology to cover all domain spaces (aerial, terrestrial and maritime, including with drone capability). Adequate, well-trained personnel equipped with relevant skills and expertise, including to support technological systems.”

Additionally, it will address the space issue for serving members with the construction of new barrack room spaces as well as accommodation to support operational functions and troop welfare.

“With the aim of ensuring that communities are more secure and that our citizens enjoy the comfort of better safety and security for themselves and their assets, over the next five years we will strengthen the Guyana Police Force and its capabilities with further development and rollout of the safe country initiative, with installation of CCTV and establishment of regional command centers. Automated citizen reporting platform, to facilitate easy and timely filing of reports on incidents, and greater accountability through digital tracking of the entire incident life cycle,” it said.

The party also plans to implement an automated regional police dispatch and fleet management system, as well as the digitalisation of case management. The hinterland regions were also taken into consideration and measures will be taken to implement real time data collection and analysis.

There will also be the “development of a comprehensive road safety programme, supported by the smart road initiative which includes automated/radar speed limit and seatbelt detection.”

Plans are also in play to strengthen the Guyana Prison service, as part of a broader agenda to fortify the country’s security sector. There will be further infrastructural upgrades to ensure that detention facilities are modern and to allow for the introduction of more modern prison management systems.

Additional reforms will be done to the service make it more of a correctional service, as there will be human rights and advanced prison management training for officers alongside state-of-the-art equipment. This will all be in an aim to improve working conditions and rehabilitation programmes.

“Introduction of targeted programmes for rehabilitation of juvenile offenders to ensure that they are brought back into the mainstream in the shortest possible time and are able to contribute meaningfully to society,” the document said.

The Guyana Fire Service will not be left behind in the process and so, additional stations will be built in the hinterland region. There will also be increased marine capabilities and advanced training in industrial fire hazards to ensure timely responses.

“Digital transformation and interstation connectivity to improve responsiveness and meet new demands. Rolling out of the voluntary firefighting brigades in all Neighbourhood Democratic Councils (NDCs), and ramping up their training,” it added.

Finally, the Customs Anti-Narcotics Unit (CANU) will benefit from advanced surveillance tools to aid in the countering of drug trafficking and smuggling. In addition, data analytics will also be enhanced and new integrity mechanisms implemented to combat corruption.
