APNU releases 100-day plan ahead of September polls

Kaieteur News – The A Partnership for National Unity (APNU) on Friday unveiled its 100-day plan, outlining a series of measures the party intends to implement once elected to office.

This makes APNU the second political party, following the We Invest in Nationhood (WIN), to release a manifesto including a detailed 100-day agenda, ahead of the September 1 general and regional elections. While some of the measures were previously announced by the party, several new initiatives were introduced, including a commitment to ensuring justice for Adriana Younge and other victims.

In a statement, APNU said if elected, it will urgently begin raising the standard of living for all Guyanese by investing directly in the people and channelling the nation’s oil wealth into their pockets. The party noted that its top priority within the first 100 days would be to pass a supplementary budget to facilitate immediate implementations of its proposed initiatives, many of which are centred on economic relief, social justice, and good governance.

Among the proposed measures, APNU plans to issue adult cash transfers of $100,000, raise the tax-free income threshold to $400,000 per month, benefiting over 225,000 workers and self-employed individuals, and increase salaries for public sector workers, including teachers, nurses, and members of the disciplined forces by up to 35 per cent. The party also pledged to increase the old-age pension to $100,000 per month and provide a $50,000 monthly stipend to students enrolled in tertiary and technical institutions. Stipends for Toshaos, and regional, local, and village councillors would also be raised.

In response to the ongoing cost-of-living crisis, APNU proposes a range of relief measures, including the provision of two hot meals daily for schoolchildren and the doubling of public and social assistance programmes such as school vouchers, family aid, and disability allowances. The party also outlined its vision for the agriculture sector, promising to implement a sustainable agriculture programme in every region.

A significant portion of the plan focuses on oil and gas governance. APNU has pledged to engage ExxonMobil on the Stabroek Block Production Sharing Agreement (PSA) to secure greater benefits for the country. APNU also stated that it aims to amend the Natural Resource Fund Act to guarantee savings for future generations and “when oil prices are low,” the party said. Additionally, the party said that it is committed to publishing all government contracts related to the oil and gas sector and other major projects, and to establishing a professional and independent Petroleum Commission.

APNU also addressed nationwide criminal matters, vowing to pursue justice for the families of the 20 Mahdia fire victims, as well as for Adrianna Younge, Ronaldo Peters, Keon Fogenay, the Henry boys, Haresh Singh, and other victims.

Additional plans include restarting public consultations on the 2006 Amerindian Act, reforming procurement laws to facilitate a wider cross-section of Guyanese benefitting from contracts and ensure greater accountability and transparency, convening multi-stakeholder discussions on key national and community issues, and ensuring redress for individuals whose homes were vandalised or demolished under the previous PPP administration.

Expressing confidence in its development strategy, APNU stated that, by the end of its first term in 2030, it aims to significantly reduce poverty and among other national crisis. “We are confident that, in line with our People-Centered Development Strategy (PCDS), we will reduce poverty significantly, guarantee each household a liveable income, create a comprehensive social protection system, provide top-class social services, especially health care, build better communities, improve ethnic harmony and social cohesion, meet the UN Sustainable Development Goals, and generally lift the quality of life of all Guyanese,” APNU stated.

The party concluded by affirming its commitment to people-centred development, saying, “We make these pronouncements to the Guyanese people as a party that is committed to serving and respecting the people, and as a party that fully embraces the principle that the ultimate goal of development is not merely about building roads and bridges, but about ensuring the well-being of all the people.”
