Four contractors bid to rehabilitate Cliff Anderson Sports Hall’s roof

Kaieteur News- The Ministry of Culture, Youth and Sport has received four bids from companies interested in rehabilitating the Cliff Anderson Sport Hall roof.

The ministry, having spent over $300 million to rehabilitate the Cliff Anderson Sports Hall since 2022, sought bids for the project. The ministry stated that this aspect of work is estimated to cost another $24 million.

Bids which were opened at the National Procurement and Tender Administration Board (NPTAB) office revealed that the following contractors are vying for the contract: BM Property Investment Inc. – $25,682,790, Gerald Construction Company (tender document not completed), VI Enterprise – $23,990,085, and Sovereignty Investments Construction Services – $21,768,128

Kaieteur News reported that the ministry initially commenced the rehabilitation project in 2022 to modernise the sporting facility.

Back in November 2022, Minister of Culture, Youth and Sport, Charles Ramson told this publication that a contract worth $97M, to redesign of the front section of the building, which would be reconstructed was awarded to ECS Construction & General Supplies.

That contract covered only the first phase of the project. The minister explained that the works at the sports hall would be carried out in phases that would run concurrently.

This publication reported that in December 2022, the National Procurement and Tender Administration Board (NPTAB) awarded an initial contract for the installation of the HVAC systems at the facility. That $89,840,020 project was awarded to ECS Construction & General Supplies.

Aside from the $97 million contract and the $89 million contract for the HVAC, the NPTAB had also awarded a contract in December 2022 for electrical installation. That project was awarded to A. Ogransein & Sons to the tune of $31,409,000.

Following that, NPTAB awarded a $60,324,675 contract to S&K Construction Consultancy Service & General Supply for the completion of the northern face of the building.

In January, Minister Ramson Speaking told the media that, the government had, at that time, invested some $321 million in various works being executed on the building.

He disclosed that for plumbing works, approximately $7.6 million was spent, and that was done by KNV Designs Construction. Another $4 million was spent to replace an area which had rotten boards in a concrete structure.

Further, he mentioned rehabilitation work was done on the roof by Rishma and Sisters Enterprise for $9.4 million. Rehabilitation was also done on the side walls for $7.9 million, which was executed by R. Persid Construction, and ceiling works for $12 million.

Notably, the minister explained that in relation to the installation of Airconditioning (AC), which was initially awarded for $89 million, “We had to terminate that project in 2023. They completed about $65 million worth of works, but we terminated the project because they were delaying, it was poor performance so it delayed. It is not that they weren’t doing quality work, it is that they were taking too long.”

To complete the installation of the AC, he explained that a second tender was done and a $37 million contract awarded.

Additional works to be done included the parking lot and the installation of bucket seats.
