Government has announced plans for the development of a large swath of housing lands on the East Bank Demerara into organised communities.
This plan will take into account the existing land use scenarios whilst focusing on transforming communities into inclusive and sustainable areas that are well-planned, outfitted with proper physical infrastructure, utilities, services and amenities, an advertisement in Sunday’s edition of Kaieteur News explained.
The advertisement said that through the Minister of Communities and Central Housing and Planning Authority (CHPA), it is inviting Expressions of Interest for the preparation of the East Bank (Eccles to Great Diamond) Spatial Development Plan.
“The Government of Guyana is focused on developing cohesive and sustainable communities and in order to achieve this, development must be guided by a properly prepared comprehensive plan,” it was explained.
The advertisement said that it is the intent that this development plan will be the statutory framework for guiding development and or re-development of lands within the Eccles to Diamond areas.
“As such, the executing agency of the Government of Guyana; the Central Housing and Planning Authority now invites individual consultants/firms to submit expressions of Interest to the Chairman of the Central Housing and Planning Board by 09:00hrs on April 16th, 2018 for the preparation of a spatial development plan for the East Bank (Eccles to Great Diamond).”
The East Bank is a high-demand location for housing in Guyana, boasting Eccles, Perseverance and Herstelling.
Under the previous administration, hundreds of acres were set aside for private and government house lots, and industrial and commercial areas.
However, the development was stalled after a significant amount of the land ended up in the hands of private developers who have largely failed to build according to the conditions.
Meanwhile, Government is fast running out of land for its programmes and was forced to construct duplexes and smaller, low cost homes.
More than a year ago, there were over 20,000 applications for house lots and turn-key homes at CHPA.
The Coalition Government on entering office in 2015 said it found the programmes of the CHPA was highly flawed with house lots being distributed without any proper plans for infrastructure.
In addition, there was little evidence of proper planning that signaled clear-cut policies for zoning, allocations for fire stations, playgrounds, police stations and schools.
There are hundreds of house lots still unoccupied, years later.
It is the plan to have communities that are sustainable, the administration said.
The plan, when completed, will target the existing schemes and ways to improve them.
