Dear Editor;
Allow me to suggest to Guyanese via this news media, that GWI’s problem is not about poor administration and visionlessness. The problem seems to be conceptual than anything else. What we are witnessing is basically the manifestation of the problem. What is sad is enormous time spent elaborating on the spin-offs of conceptual deficiencies.
When the new administration appointed the current CEO, the opposition made several negative comments. At that point I disregard those comments because the opposition’s record during their reign of terror and otherwise speak for itself.
However, I am always of the view that appointments of such magnitude require careful examination and good judgement. In the GWI scenario only the Government of Guyana can explain why this appointment was made in manner that reflects total disregards for logical thinking.
The focus here is not about the person but the principle. The reason why most government controlled utilities are inefficient, is simply because politics has replaced engineering and a sustainable business environment and culture. The dead and weighty hands of governments must let go. The duty of Government is not to stifle initiatives and frustrate growth.
The government’s role should be one of creating an environment that stimulates a positive response from its engineers and the business community. In another write up, I will comment on the role of a progressive government with specific reference to GWI. Before I conclude for now, I wish to say that the Guyana Association of Professional Engineers (GAPE) has failed the entire nation.
Whilst they continue to have lavish Christmas lunches, engineering which is a regulated profession in progressive countries is on the decline. An associate of mine said to me that the process is irreversible. I hope not because of the perceived consequences.
For example, the use of carbon steel for well casing by GWI, in an environment that is ideal for galvanic corrosion. Engineering achievements have nothing to do with position held but rather on engineering implementations that impacts positively on the social and economic lives of the human being and the environment in which he live. May God bless GWI and the Government of The Cooperative Republic of Guyana.
