After the holding of the anticipated Local Government Elections on March 18 2016 there were ties between
candidates in six Local Authority Areas (LAAs). According to General-Secretary of the People’s Progressive Party Civic Clement Rohee, his party is looking forward to a closure on the issue as soon as possible.
“We’ve been made to understand that the case with respect to the tied LAAs is coming up shortly; we hope that a resolution will be found to that.”
Rohee, during a press conference at Freedom House on Monday, explained that his party had been trying to engage the government to have the matter settled out of court, but no response was given to their request. He said that the Party’s emissary Gail Teixiera had made several approaches to the Ministry of the Presidency to discuss this matter.
Rohee said that the government had rebuffed the approach to resolving the matter out of court, and he attributed this to the attitude embraced by the state officials to reject an alternative option to dispute settlement.
The PPP member said that it is necessary for the issue to be resolved – whether it be at the municipal level or the neighbourhood democratic council level – so that those elected can continue with their work, which is presently being stymied.
After the announcement of the results of the LGE elections, there were ties in six Local Authority Areas – Mabaruma, Woodlands Bel-Air, Malgre Tout-Meer Zorgen, Gibraltar-Fyrish, Industry-Plaisance and Woodlands-Farm.
In response to the tied positions, Minister of Communities Ronald Bulkan had proceeded to appoint persons into the positions.
The PPP/C through its lawyer Anil Nandlall had secured a High Court order from Justice Diana Insanally which quashed the Minister of Communities’ selections. The Court had also issued an Order to restrain those appointed from performing functions within the respective positions.
After some developments had taken place, the PPP/C had made a renewed call for government to re-engage negotiations. However this was not forthcoming and therefore the matter will be settled in the High Court.
Rohee had said that the primary reason why negotiations are not being utilized is that they have recognized the plight of the residents living within these tied areas and the effects which not having a functional NDC can have on community development.

the pp/c implemented an imc in many of these areas and they served the pp/c now that there has been an election the party is still getting its way by not having work done in those areas as they remain tied up in court.
