The managing contractor of the Haags Bosch Dumpsite, Puran Brothers Disposal Services, told this publication on Wednesday that currently they are not accepting metals and tyres at the facility.
Parmeshwar Puran said that this is so based on instructions received from the Solid Waste Management Department, headed by Gordon Gilkes.
A contract for the management of the Haags Bosch dumpsite had been recently awarded to Puran. However, this award had been condemned by Cevon’s Waste Management to the extent that they have filed a complaint with the Bid Protest Committee. As a result of this, Puran has not been operating the site at its full capacity.
According to Parmeshwar Puran, it is only after the Bid Protest Committee decides on the matter regarding Cevon’s contention that they will be able to operate the facility fully, so as to take in all types of solid waste. He said that his company is happy to take in everything, but based on directions it cannot.
In July the Ministry of Communities had signed a $221M one-year contract with Puran Brothers to manage the site after the departure of BK International Inc., Government had agreed to a $1.1B (US$5.7M) settlement with the company.
Haags Bosch is located behind Eccles, East Bank Demerara, and occupies some 100 acres. It was established in early 2011 to replace the dumpsite adjacent to Le Repentir Cemetery.
Due to the site’s location, industrial waste produced from companies located in Eccles Industrial Estate and others will not be able to send their waste to Haags Bosch. This has created some dilemma as to where these materials are to be taken.
Kaieteur News contacted the Eccles Neighbourhood Democratic Council (NDC) on the issue and it was explained that the NDC is not responsible for collecting waste from the Industrial Estate. The official from the Council informed that National Industrial and Commercial Investments Limited (NICIL) has responsibility for the area.
It is also unclear when an official decision on the Cevon’s complaint will be arrived at. The company had cited several issues which it had with the award. One of the complaints was that Puran’s estimate is 32% below the engineer’s estimate. The company found it hard to digest that a profit can be made from a contract award which is 32% below estimate.
Puran had responded to these arguments saying that there is no reason why Cevon’s and their partners should make assertions of favouritism and skulduggery in the bidding and awarding process of the contract.
According to the company, it had satisfied all the necessary criteria for managing the site. The Ministry of Communities had also defended the contract award. The Ministry said that Puran’s was found to be the most suitable and the award was made based on guidelines stipulated in the Procurement Act.
