Dear Editor;
In my considered opinion, UK Ambassador, James Quinn, the EU countries Representatives, Minister Ramjattan, and too many others are spouting pure unconscious foolishness and profound statistical ignorance in wanting to have Guyana remove the death penalty from its Law Books or being against the death penalty. In fact, we should immediately implement death by hanging, lashing, catting (using the cat-o-nine tails), and hard labour as appropriate, against violent murderers and other violent criminals found guilty following the Rule of Law & Due Process.
Sir, The aforementioned persons who are afflicted with the dangerous instinct of unconsciousness in this area, are using data samples, analyses and conclusions from the developed world and erroneously applying them carte blanche to the underdeveloped world, thereby misleading our people and our too many incompetent politicians. They want us to treat our cancer with aspirin when we can’t even afford the cost of the aspirin, and which will not cure the cancer anyhow.
Sir, the aforementioned persons may quote statistics that show a positive correlation between the abolishment of the death penalty and the reduction in the murder rate for developed countries such as the UK, Canada, EU countries, etc. However, the aforementioned countries are developed and they have the resources, competency, processes, systems, etc., in place to counteract violent criminals, mitigate their criminal ways & tendencies, and implement programs to help violent criminals and those who are so disposed, to become in the end, large, useful members of society.
It must also be noted that the developed countries are at a different and more advanced stage of politico-socio-economic, financial, technological, judicial security, and legislative stage of development than underdeveloped Guyana and the broader Caribbean. Developed societies’ prescriptions for underdeveloped countries should always be refined, adapted & trimmed before application is considered, and sometimes completely rejected, especially when the prescriptions will hasten the death of the patient, and when they are based on the unconsciousness aprroach.
Guyana and other underdeveloped countries do not have the resources, competency, etc., as outlined above, to counteract violent criminals, banditry & piracy. In fact, since Guyana and its sister Caribbean countries have ceased implementing death by hanging, lashing, and catting, there has been an escalation of violent murders and other vicious crimes. What I have seen, observed and analyzed, as someone who lives in Guyana and the Caribbean, there is, undoubtedly, a negative correlation between the non implementation of the death penalty, lashing & catting, and the unacceptable rise in violent murders & other vicious crimes in Guyana and the broader Caribbean.
Therefore, this is not the time to waste time & scare precious resources to have conferences and more conferences on how to deal with the escalation of violent murders & other heinous crimes in Guyana and the wider Caribbean. The time has come, and it is quickly slipping away, for Guyana to take note of its stage of underdevelopment, its competency & resources, and implement what worked before in minimizing violent murders, banditry & piracy, etc., Implementing death by public hanging, lashing, catting, and hard labour shall immediately minimize violent murders and other violent crimes in Guyana and the broader Caribbean. In earlier days, I saw, witnessed, analyzed and observed this positive correlation between the decrease in violent murders & other vicious crimes and the implementation of death by hanging, lashing and catting for vicious crimes and violent murders in Guyana and the broader Caribbean. Please, politicians, remember or research the days when Guyana had only a very few murders and choke and rob when the punishment implemented used to be hanging, lashing, catting, and hard labour.
