I refer to an article published in the Kaieteur News, March 8th 2016, under the head “Casino Licences woes deepens … Buddy’s US$25 million stalled after previous government cancelled deal”.
I read with deep interest the said article and I wish to state as follows:
1. the criteria upon which licences are granted for casinos are clearly set out in the law;
2. having the intention of satisfying those requirements, I applied for one of the 2 available licences in Region 4;
3. I submitted the requisite documents and building plans;
4. those documents were examined and the proposed site inspected by the relevant officials;
5. I was next invited to sign a Memorandum of Understanding with the Government of Guyana which grants me certain facilities;
6. I have utilized those facilities and have completed most of the required construction;
7. I am not aware that my application was processed to the exclusion or detriment of any other.
I am aware that Buddy Shivraj was already issued with a casino licence and did in fact build a casino and hotel which he has since sold and it is now “Ramada Princess Hotel & Casino”. I am not sure how many times one person can be issued with a casino licence for the same region when only 3 can be issued for that region, especially, since that person, when granted a licence, chose to sell it. I presume that the authorities will shed some light on these matters. Clifton Bacchus
