Whilst the Public Works Ministry is assessing works executed by Toolsie Persaud Quarries Inc under a $126.8M contract that was terminated, its engineers are carrying out rip-rap works in the area, says Kevin Samad, Chief Sea and Defence Officer.
According to Samad, the contractor did not execute a significant amount of work at Cane Garden, Leguan, but mobilized a large quantity of boulders and other building materials. As such, the Ministry is conducting an assessment to ascertain if the Ministry has to pay the contractor additional money or if the contractor has to pay the Ministry.
The Government Information Agency (GINA) in mid-August said the Ministry terminated the contract for non-performance. The order to commence work was issued since October 2012 with a project duration of eight months.
According to GINA, Transport and Hydraulic Minister Robeson Benn said, “The Company’s negligence resulted in more damage to the area. And it is something we could not condone.
Samad stressed that the Ministry will not accept the cost for additional works due to negligent collateral damage done by contractors.
He said that the contractor did more damage to the area, resulting in it being more susceptible to erosion. The Ministry is currently trying to remedy the situation and is mulling carrying out the project themselves or taking back the project to tender.
Meanwhile, in neighbouring Wakenaam, where the Ministry suspended M&B Construction’s sea defence contract because of destruction to the community road, the contractor is rectifying the roadway.
According to GINA, on August 14, Benn requested that the Public Works Ministry’s engineers suspend M&B Construction’s contract until the contractor repairs a two-mile stretch of road in Maria’s Pleasure, Wakenaam.
Apparently, the trucks used to transport the boulders for sea defence works have damaged the road – impeding the free flow of movement in and out of the community.
According to Samad, the contractor is expected to complete rehabilitating the roadway at his own expense by this weekend and sea defence works are expected to resume soon after.
The contract is worth $96.6M, and Minister Benn revealed that the level of damage to the road “may exceed the monies that were allocated for road maintenance in the contract,” GINA had stated.
