Dear Editor,
During the week ending  Saturday 16th April, 2011 it was reported in various media houses that the PPP’s presidential candidate Donald Ramotar said that he grew up in a democratic party, that presidential immunity was necessary to carry out the functions of the office, and that he did not rule out a cabinet role for Bharrat Jagdeo.
It was also reported that the Canadian Government granted refugee status to a Guyanese citizen who had alleged that the Administration was involved in the abduction of, and stripping and assaulting his wife. Threats of physical rape and to throw acid on his wife’s face were also made. This was done to force the Guyanese who is an Information Technologist, to hack into the email account of opposition politicians and journalists. It is necessary to examine these reports.
Firstly Donald Ramotar “grew up” in the PPP which in 1969 declared that it had successfully transformed itself into a disciplined Marxist Leninist Party that was affiliated with the Communist Party of the Soviet Union. Indeed Mr. Ramotar spent 10 years in Czechoslovakia serving on the editorial board of the World Marxist Review. All the communist countries were brutal dictatorships that exceeded European Fascism. Since the PPP had slavishly copied the communist tenets of Stalin, it stands to reason then that the PPP could not have been a “democratic party.” In fact in 1962 the PPP elections were blatantly rigged to deny the Hindu liberal democrat Balram Singh Rai the chairmanship of the party. And just two weeks ago on 4th April 2011 Mr. Ramotar’s candidacy was imposed on the PPP membership by the ‘dictator’ Bharrat Jagdeo’s PPP Executive Committee using Stalin’s brand of democratic centralism. Mr. Ramotar’s ideology determined his comments on the 1980 Burnham Constitution.
In the 1970’s Burnham’s PNC, at the behest of Dr Cheddi Jagan, embarked on an anti-imperialist and pro socialist programme. Much to Jagan’s consternation, and to Burnham’s credit, the PNC did not copy the Cuban and Soviet model that Jagan championed. Instead the PNC was more nationalist in its approach. Unfortunately the very nature of Socialism makes it undemocratic, and while Burnham did not turn Guyana into a Cuban or Soviet type state, he did become dictatorial, and by 1980 he imposed a Socialist style constitution that reposed all powers in the Executive Presidency.
It was legalized dictatorship. It was the type of constitution that Mr. Ramotar became very familiar with in Communist Eastern Europe. It is not surprising then that he should find the constitution to be very favourable to the PPP’s dictatorship and would want to continue with it. This explains Mr. Ramotar’s enthusiasm for a cabinet role for Bharrat Jagdeo.
Mr. Ramotar does not see anything wrong with Jagdeo’s style of leadership and governance. It is very similar to the Great Leader syndromes of the communist dictatorships of the Soviet Union, Eastern Europe, China, North Korea, and Cuba. Mr. Ramotar will govern in pretty much the same way that Jagdeo has. However world communism failed and collapsed. Russia and its satellite states of Eastern Europe are struggling to become democratic societies. But in some cases remnants of communism remain as in Russia. So it is with the PPP.
In fact the PPP leadership has resisted all efforts at democratization and dissidents are purged from the party. In the modern world the PPP cannot implement communism in Guyana. It has instead morphed into a racist fascist style party and government where the Jagdeo dictatorship has replaced the traditional business class with its own niche of sycophants and cronies. The state and government now exist solely
to enrich the new PPP elite.
Also the recently leaked OP documents that detail the GSM Tracker Spy Unit that operates out of the OP, and we have a clear picture of a regime hell bent on acquiring intelligence on opposition figures. Mr. Ramotar, in response to a question about Moses Nagamootoo, had said that the PPP was “one family.” In the crime families of the USA there is one cardinal rule that is observed. They do not touch wives. But the dictatorship abducted a man’s wife, stripped her, threatened to physically rape her, and threatened to throw acid on her face. Whilst the PPP has morphed into a racist fascist regime the PNC has been transforming itself into a democratic party.
The PNC in contrast to the PPP, held an open primary to elect its presidential nominee. Six candidates were nominated by party groups and they met with the PNC membership at town hall style meetings. The candidates made presentations to the membership and answered questions. At a special members congress a free and fair election by secret ballot was held and David Granger was elected as the PNC’s presidential candidate.
It is not surprising then that Granger’s proposals are based on democracy whilst Ramotar’s wants to persist with dictatorship. Granger is committed to shared governance, doing away with the executive presidency, ethnic balance of the security forces, restoration of law and order, and restoration of discipline, accountability, morality, religious values, and ethics in government.
