DEAR EDITOR,
Please permit me to raise the issue of filling of a vacancy of Deputy Permanent Secretary (Finance) within the Ministry of Education as advertised in Sunday SN, dated August 31, 2008 at page 24.
The advertisement referred to above stated that all applications should be forwarded to the Permanent Secretary, Ministry of Education, 26 Brickdam, Georgetown.
Mr. Editor, the concern of several public officers is that this is a senior position within the Ministry of Education and the question is why this advertisement is being done by the Ministry of Education and not by the Public Service Commission (PSC).
The Public Service Commission is the Constitutional body responsible for addressing this matter. The Permanent Secretary cannot address this matter as his delegation for appointment is limited to Bands 5 and below.
Additionally, the question is whether this senior position was advertised internally first, which is the established procedure before being made public, since this position became vacant on August 29, 2008.
Also of concern is that this position was vacant for almost nine years, and an officer received responsibility allowances for performing the duties of the office of Deputy Permanent Secretary (Finance), rather than being appointed.
Why was the officer not confirmed to fill the vacancy? The Ministry may want to say something here. Tricia Teekah
