(Kaieteur News) –The Judicial Service Commission (JSC) has announced the appointment of new Registrar of Deeds at the Deeds Registry and five new commissioners of title to serve in the land court.
According to a press release issued by the JSC on Tuesday, Ms. Zanna Frank has been appointed the new Registrar of Deeds at the Deeds Registry, with effect from 1st July, 2026.
The JSC noted that Frank earned her Bachelor of Laws (LL.B.) from the University of Guyana in 2012, followed by a Legal Education Certificate from the Hugh Wooding Law School in 2014.
She also holds a Diploma in Public Management obtained in 2007 and completed a Masters in Public Policy and Administration in 2023.
Prior to her appointment, Frank served as Deputy Registrar of Deeds, a position she assumed in 2016. She held that office until being elevated to the post of Registrar of Deeds.
The Judicial Service Commission said the appointment marks a new chapter in the leadership of the Deeds Registry.
Additionally, the JSC announced the appointment of Deputy Registrar, Alicia Lowenfield, Magistrate Annette Singh, Magistrate Alicia George, Magistrate Shivani Lalaram and Attorney Utieka John to the post of commissioners of Title to serve in the land Court. The new appointees will take oath of office before Prime Minister Brigadier Mark Phillips today.
Further the release stated that Alicia Lowenfield obtained a Bachelors of Laws Degree from the University of Guyana in 2004 and a Legal Education Certificate from Hugh Wooding Law School in 2006. She was admitted to the Bar in Guyana in 2006 and to the Bar of Trinidad and Tobago in 2009. Her professional journey commenced as a State Counsel in Chambers of the Attorney General in Guyana.
She later served as a Registered Associate Attorney in The Bahamas for two years and a Judicial Research Counsel in the Judiciary of Trinidad and Tobago for six years. Ms. Lowenfield returned to Guyana in 2016 to take appointment as Deputy Registrar of the Supreme Court.
Magistrate Singh obtained a Bachelor of Laws Degree from the University of Guyana in 2006 and a Legal Education Certificate from Hugh Wooding Law School in 2009 she joined practice as a state counsel attached to the Attorney General Chambers. In 2014 she was appointed to the magistracy, where she remains.
Magistrate Alisha George obtained Bachelors of Laws Degree from the University of Guyana in 2007 and a Legal Education Certificate from Hugh Wooding Law School in 2009 and a Master in Natural Resources Management in 2025. She served as the Head of the Regulatory Department at the Guyana Power and Light Inc and as State Counsel attached to the Chambers of the Attorney General. Ms. George has been a Magistrate since 2024.
Utieka John obtained a Bachelors of Laws Degree from the University of Guyana in 2014
and a Legal Education Certificate from Hugh Wooding Law School in 2016 she obtained a Master of Laws Degree in Corporate and Commercial Law in 2024. She began her legal career at the Attorney General Chambers in 2016 she served as State Counsel until 2019 and later became employed at the Guyana Lands And Surveys Commission as the first Senior Advisor and in 2021 as Corporate Secretary/ Legal Counsel.
Shivani Lalaram obtained a Bachelors of Laws Degree from University of Guyana in 2016 and a Legal Education Certificate from Hugh Wooding Law School in 2018. She was in private practice before being appointed to serve the Magistracy in February 2024 where she presided in the courts in Georgetown and Berbice. She played an integral role in the establishment of the Mental Health Court in Guyana and has presided over the Drug Treatment Court.
