Guyana & Peru sign historic MoU to advance aviation relations
(Kaieteur News) – Guyana has taken a significant step toward expanding its international aviation footprint, with the Guyana Civil Aviation Authority (GCAA) signing a landmark Memorandum of Understanding (MoU) with the Republic of Peru on Thursday evening — a move that signals a new era of bilateral cooperation between the two South American nations.
The MoU, described as historic by the GCAA, sets the stage for the negotiation of a full Air Services Agreement (ASA) and associated arrangements. Officials say the initiative is poised to strengthen air transport connectivity, deepen cooperation, and unlock new opportunities for economic and cultural exchange between Guyana and Peru.
The virtual signing ceremony brought together two of the region’s top civil aviation officials — Director General of the GCAA, Lt. Col. (Ret’d) Egbert Field, and Director General of the Directorate for Civil Aviation of Peru, Ms. Paola Mariella Marin Ugarte. Both officials used the occasion to underscore the significance of the milestone, emphasising its role in advancing regional integration and connectivity.

Under the terms of the MoU, airlines from both countries will be permitted to operate regular passenger, cargo, and mail services on mutually agreed routes. The agreement also grants extensive traffic rights — including third, fourth, fifth, and sixth freedom rights for mixed services, and up to seventh freedom rights for all-cargo operations. These provisions are widely expected to stimulate trade, boost tourism, and strengthen people-to-people ties between the two nations.
“Both parties expressed satisfaction with the longstanding partnership between Guyana and Peru and reaffirmed their strong commitment to concluding an ASA that will promote shared objectives and mutual growth,” the GCAA reported.
Once finalised, the ASA will be signed and ratified in accordance with each country’s national procedures — a process that officials say will further cement the bilateral relationship and provide a durable framework for aviation cooperation.
Beyond commercial aviation, the MoU reflects a shared commitment to innovation, enhanced aviation safety standards, and the strengthening of regulatory frameworks. In doing so, it positions both Guyana and Peru as emerging leaders in regional aviation collaboration — a distinction that carries considerable weight as the region looks to rebuild and expand connectivity in the post-pandemic era.
