(Kaieteur News) – Using technical language to mask the true delivery deadline of half-priced power, the Government of Guyana (GoG) continues to plant hopes for the Wales Gas-to-Energy (GTE) project to finally startup.
In its most recent statement, the Office of the Prime Minister (OPM) informed the nation that one of the four power turbines will be completed by the end of 2026, contradicting earlier statements made by Head of the GTE Taskforce, Winston Brassington.
The May 14, 2026 statement by OPM explains: “Lindsayca Guyana Inc., committed to bringing the first power turbine online by the end of 2026 to be followed by all gas turbines fully commissioned by the first quarter of 2027 and the Combined Cycle operation to be completed by June 2027.”
During a panel discussion at the Guyana Energy Conference in February this year, Brassington told participants that the “simple cycle” or four gas turbines will be commissioned by the end of 2026, adding 228-megawatts of power to the national grid.
He said, “Our contractor, Lindsayca from the U.S. has promised us to complete the 300-MW project, first on simple cycle by the end of this year and the simple cycle is essentially the four gas turbines with a total installed capacity of about 228-MW. So that we expect to have online by the end of the year.”
Prior to that, Brassington noted that the Natural Gas Liquids (NGL) plant, will be completed, positioning Guyana as a producer of cooking gas with 63M gallons to be produced annually.
“So that’s the end of this year, simple cycle for the power plant and the NGL plant,” he emphasised.
The GTE Taskforce head went on to explain that by the mid of 2027, the combined cycle of the GTE plant will be fully completed and ready to produce 300-MW of power.
While Brassington earlier indicated the startup of the simple cycle by the end of 2026, the Prime Minister is now signaling a delay, with just one of four turbines to be completed.
This means that power generation at Wales is not likely until sometime in the first quarter of 2027, with full operational capacity of the plant delayed to mid-2027.
The GTE project has missed several startup dates. The project was initially expected to startup by the end of 2024. It was delayed to the end of 2025 with a new timeline set for May 2026. This was later rescheduled to the end of 2026 which is again unlikely.
The continuous delays in the completion of the project being executed by Lindsayca has not only resulted in Guyanese paying higher electricity costs than the 50% cut promised since 2024, but has also placed extra financial strain on the GoG.
In fact, the two-year delay is expected to cost the country approximately US$884M more than the initial cost of the two gas plants under construction at Wales.
The two plants initially pegged at US$759M is likely to double due to the increasingly high import bill for Heavy Fuel Oil (HFO), rental of powerships and a costly legal dispute.
