(Kaieteur News) – The Office of Professional Responsibility (OPR) of the Guyana Police Force (GPF) is investigating an incident which occurred on Sunday involving a Senior Officer of the Force, a Police Corporal and a Police Constable.
In a statement on Friday, the GPF said that the investigation was initiated following the circulation of a video online.
In the video, a woman who said she is a police officer was stopped by a corporal reportedly of the anti-crime unit. The woman, visibly upset, contacted a male who subsequently identified himself as Deputy Commissioner Fizal KarimBaksh, who heads the Special Organised Crime Unity (SOCU).
The police, who identified himself as Corporal Sage ahead of speaking with the person identifying as the deputy commissioner, told his colleague to record the conversation. “Just record the conversation,” the police officer said.
To which, the deputy commissioner asked him to identify himself. “Who speaking here? He asked to which Corporal Sage identified himself.
“And you want to record my conversation?” Karimbaksh asked.
The police asked the caller to identify himself. “You are speaking with Deputy Commissioner Karimbaksh,” the caller said.
Karimbaksh then continued to question the police about the recording of the conversation to which the officer noted that, “the body camera is on sir”.
The senior police then asked his junior why he is enforcing traffic laws. The police tried to explain himself but was quickly interrupted.
“Go and do your anticrime duties!” Karimbaksh told the junior officer before stating, “Don’t enforce traffic laws; that is not your function.”
The police indicated that “it is a stop and search exercise.” However, his explanation was not sufficient. Karimbaksh responded, “Let the traffic police go and do their work. That is nonsense wha yall doing there. Go and do your anticrime duties.”
The police retorted, “Anticrime duties I am doing sir.”
In response, Karimbaksh shouted, “Hello! Stop enforcing traffic law. That is a SOCU staff let her go.”
Meanwhile, the police sought to upbraid the woman in the car about her “attitude towards the police.”
“If that is your attitude towards the police, God help you and whosoever you have dealings with,” Corporal Sage said.
The woman, seemingly unbothered said, “Who I have dealings with? I am police just like you!”
Corporal Sage then asked the woman to produce her documents. She then informed him that, “I aint get me licence pon me.”
Meanwhile, the GPF said that “matters involving the conduct of its ranks are treated with the seriousness they deserve. In this regard, an impartial investigation will be conducted in keeping with the Force’s standards of accountability, discipline and professionalism.”
“The Force remains committed to ensuring that the matter is properly examined and that the appropriate procedures are followed. Further information will be provided as the investigation progresses,” the statement concluded.

KarimBaksh, the Deputy is wrong not to record this conversation- that is why
the GPF is outfitted to Cameras- that must be on in any confrontation.
The woman said: ” I ain’t got my license with me” when asked to produce docs.
Corp. Sage, then should have stopped that woman police from driving further
without a DL. When ordinary citizens do these, the Police Chief complains,
even Chickn do also. Now, GPF members committing crimes and KarimBaksh
trying to protect that woman. QUESTION: When is a Police on duty in another
capacity, NOT able to respond to crime in the Traffic area, as in this matter.
OR, seeing a murder being committed, and turned a blind eye ?
This if why Guyana is like what it is. INTERFERANCE by Higher Ups.
