(Kaieteur News) – President Irfaan Ali on Wednesday touted the full digitisation of the Guyana Police Force (GPF), revealing that he has advised the attorney general and judiciary to examine the necessary legislation to do so.
In his address at the opening of the Police Officers’ Conference at the Police Officers’ Mess Eve Leary, Ali said the force must be positioned to address current and future threats, as well as opportunities.
“I want to start with the most important partnership for the future of this force and the future of our country, and that is the partnership with technology. The world and everything around us are not changing, it has rapidly changed, driven by AI and technological changes that are necessary for operational success,” he said.
Giving a few examples of some immediate things that the government will be pursuing, he said that the e-ticketing has commenced and has been working well, allowing some level of sanity on Guyana’s roadways. It has also helped to remove a lot of the bias and human interference.
Looking at the speed of the technology and the number of transactions, he noted that the judiciary may very well have to look at a specialised court to deal with the traffic offenses.
“…if those who breach the traffic laws believe that they can be delayed in the way they are prosecuted, then we have to address that also. Therefore, I have asked the minister to look at the legislative amendments that are necessary to ensure an electronic form throughout the process, e-ticketing, e-prosecution, but importantly, the trance, the writs, the warrants and everything that has to be presented in court. All of this must be on the electronic platform. It is the only way we can achieve and celebrate the fullness of the technology,” he said.
In addition, there will be amendments to integrate the demerit system into the e-ticketing system. “The points demeriting system will be integrated in the e-ticketing system, we don’t have to wait and the amendments would speak to this, how the demerit system would work, how it is integrated in the e-ticketing systems, how its integrated into persons who don’t pay their tickets and the different tiers of suspension for your license, we have to do this our life matters,” he said.
The head-of-state said further that the e-ticketing system will be evolving and legislative amendments will remain the solution to the evolution of the e-can management system.
“With the technology available today, this whole problem of missing case files, misplacing case files, case files not turning up on time, is not practical in today’s world. So, all of this will be implemented this year, we want to move into an e-filing system and e-case management system. The system would tell us who goes into the system, when they went into the system, when they exited the system, who updated files,” he said.
All of this is in the aim to cut out the extended waiting time for files to be transported from one part of the country to the other.
