(Kaieteur News) – Minister of Foreign Affairs and International Cooperation, Hugh Hilton Todd, has called for deeper trade, energy, and development partnerships between Europe, Latin America, and the Caribbean, as the world faces rising inequality, climate threats, and global instability.
Minister Todd made the appeal while addressing the XII Italy–Latin America and the Caribbean Ministerial Conference, held on October 6–7, 2025, in Rome, Italy, under the theme “Italy–Latin America and the Caribbean: A Growing Partnership.”
According to a Ministry of Foreign Affairs release, the conference was chaired by Antonio Tajani, Italy’s Deputy Prime Minister and Minister of Foreign Affairs.
In his remarks, Todd said the world has “evolved significantly” since the forum’s launch in 2003, warning that economic inequality, climate change, energy insecurity, and food shortages continue to demand urgent international action.
He stressed that the rapid shifts in global politics and challenges to the UN-based rules order make cooperation between regions more critical than ever.
“The Italy–LAC mechanism offers a valuable framework for addressing shared economic and developmental challenges while advancing mutual interests,” Minister Todd stated.
Todd also underscored Guyana’s firm belief in international trade as a key instrument for strengthening political and economic ties, and called for the expansion of free trade and partnership agreements between the European Union and Latin American and Caribbean nations to drive inclusive and sustainable growth.
The Italy–Latin America and Caribbean Ministerial Conference serves as the main forum for political dialogue between the two regions and convenes every two years. It is organized by the Italian Ministry of Foreign Affairs in collaboration with the Italian–Latin American Institute (IILA).
Minister Todd was accompanied by Mr. Colin Luckie, First Secretary at Guyana’s Permanent Mission in Geneva.
