Four bid to provide engineering services for NGL storage & offloading facility project

(Kaieteur News) – The Government of Guyana through the Office of the Prime Minister (OPM) has received four bids for the provision of engineering services for the construction of a natural gas liquids Storage and Offloading Facility and pipeline as part of the gas-to-energy (GTE) project.

Bids for the project were opened recently at the National Procurement and Tender Administration Board (NPTAB) office.

The bidders are Polaris Engineering Limited (of Canada) in joint venture with S.E.E.S Inc. (USA); Summum Projects S.A.S (Colombia), and Excel Guyana Inc. (of Guyana); Natgas Global Resources Inc. (USA); and K&N Solutions Inc. (Guyana) in joint venture with GDT Offshore S.A D.E. C.V (Mexico).

The Office of the Prime Minister in the request for proposals stated that the facility is required by the government to enhance the capacity for safe storage, efficient operation, develop marine offloading capabilities and effective distribution and marketing of NGLs, both domestically and internationally.

The office explained that the NGL storage and offloading project is planned for development within and/or near the Wales Industrial Zone, approximately 25 km inland from the mouth of the Demerara River on the West Bank, adjacent to the Phase I Power Plant currently under construction, and or on the East Bank of Demerara River at Garden of Eden.

“The Gas-to-Energy (GTE) Phase I project includes a Natural Gas Liquid (NGL) fractionation plant designed to extract C3, C4, and C5+ components. The engineering services requested under this proposal are intended to support the design of infrastructure required to receive, delivery, store, and offload NGLs sourced from the Phase I plant, as well as accommodate potential future NGL production facilities,” the document stated.

Further, “the production rate from Phase l is anticipated to be approximately 4,200 bbls per day of NGLs. The design should be sufficiently flexible to accommodate, with modifications, additional future NGLs anticipated from a Phase Il power plant delivering up to 5,900 bbls per day.”

Notably, OPM said engineering services are needed to develop a comprehensive RFP package and updated Employers’ Requirements (ER) document needed to bid and fully develop the facilities able to receive and store sufficient volume of NGLs to allow for no disruption in the Phase I/Phase Il plant and to optimise batch offloading to marine vessels.

This publication also reported that the OPM has a bid out for the construction aspect for the natural gas liquids Storage and Offloading Facility and pipeline.

About GTE project

The GTE project, located at Wales on the West Bank of Demerara, includes a Natural Gas Liquids (NGL) facility and a 300-megawatt power plant. Natural gas will be transported from the offshore Stabroek Blocks Liza oilfield via a 12-inch pipeline to the site, where 50 million cubic feet of gas will be converted to electricity daily. The project is being executed by a joint venture between CH4 (Texas) and Lindsayca (Puerto Rico). The companies, hired in 2022, are constructing the plant and NGL facility at a cost of US$759 million.

The GTE project was initially slated for completion by the end of 2025. However, in May, Prime Minister (Retd) Brigadier Mark Phillips stated that the project would be completed in the second quarter of 2026.
