Why are some public servants and employees of government agencies still not receiving their qualification allowance?

Kaieteur News – In December 2024, the Government of Guyana announced that public servants with higher educational qualifications would receive a monthly qualification allowance, including $22,000 for Master’s degree holders. This was a welcome move that recognized the value of education and the sacrifices many of us made to better serve the public.
However, it is now August 2025, and many public servants and employees of government agencies, including the National Insurance Scheme (NIS), Guyana Revenue Authority (GRA) and some ministries, have yet to receive this allowance.
Despite having submitted the necessary documentation months ago, there has been no update, no explanation, and no timeline provided. This lack of transparency and follow-through undermines the government’s promise and demotivates qualified professionals working hard every day in service of the nation.
It raises an important question: Why is the policy not being applied equally across all government agencies?
If the qualification allowance is a national policy, it should not be selectively or inconsistently implemented.
We call on the relevant authorities—especially the Ministry of Public Service and the management of the NIS—to urgently investigate and address these delays. We cannot encourage public servants to pursue higher education, only to ignore their rightful entitlements once they do.
