Kaieteur News – In 2019, the Public Service Commission (PSC), through Circular 1 of 2019, advertised several vacancies within the public service, including that of Regional Health Officer (RHO).

The inclusion of this post in a PSC-issued circular strongly suggests that the position of RHO is a public service post governed by the rules and conventions of the public service. It is a well-established principle—both in theory and practice—that public servants must remain politically neutral. This neutrality is essential to ensuring that public administration remains professional, fair, and impartial regardless of which political party is in power. Public servants are required to serve the government of the day with integrity, but without partisanship.

Consequently, it is contrary to this principle for a public servant to appear or speak on the political platform of any political party, particularly during campaign periods. Any public servant, including a Regional Health Officer, who wishes to speak at political rallies—ought first to resign from the public service. This is not merely a matter of preference or political convenience; it is a matter of upholding the standards and obligations that come with public service employment.
