Kaieteur News – The Office of the Prime Minister (OPM) is currently seeking contractors and engineering services for the construction of a natural gas liquids (NGLs) Storage and Offloading Facility and pipeline as part of the gas-to-energy (GTE) project.
This is according to two tender documents issued by the prime minister’s office which was published in Sunday’s edition of the Kaieteur News.
According to the first tender, the government and the Guyana Power and Gas Inc. (GPSI) have invited qualified firms to participate in a “request for prequalification of contractors” for the construction of a Natural Gas Liquids (NGLs) Storage and Offloading Facility and pipeline.
The office stated that the facility is required to enhance the capacity for safe storage, efficient operation, and effective distribution and marketing of NGLs, both domestically and internationally.
“The NGL storage and offloading project will be located within the Wales Industrial Zone approximately 25 km inland from the mouth of the Demerara River on the west bank adjacent to the phase I power plant currently under construction. The gas-to-energy phase I project includes an NGL fractionation plant to extract liquids (C3, C4, C5+) and provides limited storage,” the document explained.
The document detailed further that the facility should be able to receive and store sufficient volume of NGLs to allow for no disruption in the phase I plant and to optimise batch offloading to marine vessels. “The production rate from phase I is anticipated to be approximately 4,200 bbls per day of NGLs. The design of the facility allows it to be sufficiently flexible to accommodate, with modifications, additional future NGLs anticipated from a phase II power plant delivering up to 5,900 bbls per day,” the OPM stated.
Noting that only firms that have constructed at least five similar or larger facilities, should seek to be pre-qualified, the government noted that the project will be designed and constructed to accommodate the safe storage of NGLs and offloading to floating vessels with considerations for security, environmental compliance, and future expansion capabilities
Bids for the project are expected to open on September 30, 2025 at the National Procurement and Tender Administration Board (NPTAB) office.
Meanwhile, in the other tender document, engineering services are needed to develop a comprehensive RFP package and updated employers’ requirements (ER) document needed to bid and fully develop a facility able to receive and store sufficient volume of NGLs to allow for no disruption in the phase I plant and to optimise batch offloading to marine vessels.
Further, firms will be expected to complete the RFP package in approximately two months from start of contract.
“Only firms (consortia) adjudged to be experienced in engineering services of comparable facilities, will be evaluated. Firms will need to have a global presence and have a strong HSSE design culture and able to demonstrate excellent project management support and reporting of Engineering and Construction with financial capacity to manage large-scale projects,” OPM detailed.
As it relates to this project, bids will be opened on July 29, at NPTAB office.
The GTE project, located at Wales on the West Bank of Demerara, includes a Natural Gas Liquids (NGL) facility and a 300-megawatt power plant. Natural gas will be transported from the offshore Stabroek Blocks Liza oilfield via a 12-inch pipeline to the site, where 50 million cubic feet of gas will be converted to electricity daily. The project is being executed by a joint venture between CH4 (Texas) and Lindsayca (Puerto Rico). The companies, hired in 2022, are constructing the plant and NGL facility at a cost of US$759 million.
The GTE project was initially slated for completion by the end of 2025. However, in May, Prime Minister (Retd) Brigadier Mark Phillips stated that the project would be completed in the second quarter of 2026.
