It is discombobulating discerning where reality lies in the implementation of the gas to energy project.
One week, we have contracts being awarded for onshore pipeline laying and MARAD notices for offshore Stingray and friend/s laying. The next week we are told there is no final investment decision from Stabroek Block Partners nor any legislation to govern pipelines. The fact that there is no pipeline legislation is stated in one of the studies for GtE project on MNRE’s website, was conveyed in writing to GoG and EEPGL, possibly in the Denton’s review inter alia. Therefore, it has been known for in excess of three years.
Now we have gotten to the stage where there is proposed pipeline legislation within the out for two weeks consultations, ‘Draft Petroleum Activities Bill 2023’. Two weeks to review legislation with such future effects is simply not enough time nor respect to futures. It is hoped that this issue which will affect us, and future generations will go out for public consultations over a longer period of time. These National Consultations, whether offered by the GoG and/or demanded by civic, civil and interested parties would show we all care.
