The People’s National Congress must be held accountable

DEAR EDITOR,

The People’s National Congress has committed several atrocities during its term as the Government of Guyana. In concert with the requirements of the Rule of Law, all incl. the People’s National Congress is accountable and must be provided with all the legal protections incl. the presumption of innocence until proven guilty in a court of law.
Several supporters of the People’s Progressive Party/Civic suggested that in 1992 when that party assumed government, one of the agreements that was made and a condition by The Carter Center was that no legal and or prosecutorial action would be taken against the PNC Reform.
If there is any truth to this, it signals a departure from civilized and legal conduct of countries and nations in the Free World consistent with the practice and application of the Rule of Law.
It is a surprise, indeed, that The Carter Center would include such a conditionality that, in all its elements, appear inconsistent with what obtains in practice in the United States of America.
Additionally, it appears out of sync with all that President Jimmy Carter stands for as epitomized and detailed in his recent and excellent publication, ‘Faith’ The First Presbyterian Church of Enid, OK.
More importantly, no organisation can reasonably and lawfully make such an inordinate request and no government can, as a consequence, unilaterally accept same.
If the PNC Reform is not held accountable for their conduct while as a government in office, then no one should be held accountable including the People’s Progressive Party/Civic.
It delineates the removal of stability and structure in any society and creates a dangerous and unlawful precedent.
In 1992, while I was living in Guyana, I heard at a public meeting held by the People’s Progressive Party/Civic, the late Dr. Cheddi Jagan loudly exclaim as he shook his fingers in the air, ‘No recriminations, comrades, no recriminations’.
This is unlawful as no one has the right, constitutional and/or otherwise, to make that declaration.
The People’s National Congress must be held accountable in a court of law for their atrocities, assassination and criminal conduct in accordance with the strict compliance and requirements of the Rule of Law.
And the refusal of the People’s Progressive Party/Civic to comply and actively assist in this important process constitutes, in effect a violation thereof the application and practice of the Rule of Law.
