The young bandits are aware that the police are everywhere. In their eyes as soon as they pounce on a hapless victim the police are there to apprehend them. There was already one apprehension a few hours ago. There will be another attempt in the city.
Again, the police would arrive, but only after public-spirited citizens would have taken a hand in the affairs of the victim.

An electrocution looms. An attempt to obtain electric current illegally would end in disaster for a resident of one of the new communities.
Of course the people who were to be the beneficiaries would attempt to deny that anything illegal was being attempted.

There will be a river accident in the dark hours because the boat operators refuse to heed the rules of the river. The collision could have been avoided had one of the operators been in his lane.
There will be a fatality.
