As a follow up to my letter, a senior Chartered Accountant reached out to me, who is well aware of these things intimately to advise that Article 222A of the Guyana Constitution gives financial autonomy to GECOM.
He was in full agreement with me that GECOM was a direct charge on the Consolidated Fund and they are usually in receipt of a lump sum approved by the National Assembly and it is the GECOM Secretariat’s prerogative to compose their own internal budget and they are empowered to spend these resources as they deem fit once the process follows the Laws of Guyana especially the Procurement Act.
Upon reflecting further on this matter, I want to share with you that one of the foundation principles of the Procurement Act is to “promote competition”, “to promote fairness” and to “promote transparency” in the procurement process.
It is clear in the Procurement Laws of Guyana that its principled framework is to maximize “economy and efficiency in procurement”, meaning securing best value for money spent. That does not mean buying a Duracell battery worth $300 for $1,185 a piece. Corruption is alive and kicking in GECOM.
GECOM credibility lies in tatters today and it shall rise or fall based on what it does with these revelations in the Kaieteur News.
I want to go on record, as a good governance advocate, to thank the owner of Kaieteur News and his team for their undying commitment to the people of Guyana, especially the very poor people of Guyana.
It is the money of the poor that these ruling elitists are squandering every day and if it was not for Kaieteur News, the people would not have heard about many of these acts of financial skullduggery for the last decades in both the PPP and PNC led governments. Great job Glenn Lall and Team.
