I have been keenly following in the press the award of contract for goods and services for the Government of Guyana since its assumption into office in May 15th, 2015. Like many other Guyanese we believe the coalition when they said that the PPP were manipulating contracts to give to their friends, hence many have voted for them to rectify this situation as they have pointed out. In all fairness to the APNU/AFC they had a plan and that was clean and transparent procurement, stop sole sourcing, and most importantly the setting up of the Public Procurement Commission within 100 days.
So let’s look at their report card, with regards to stopping sole sourcing. They have an F grade; as a matter of fact, sole sourcing has become so prevalent now for the government and their friends to make money off of the taxpayers of this country. If you check all the ministries, the APNU/AFC controlled City Hall, the APNU/AFC imposed regional officers, you will find the vilest and sickening levels of financial irresponsibility through sole sourcing. I hope that these officials, including ministers will be brought to justice for the financial conspiracies they are committing on the Treasury and the Guyanese people’s monies. The biggest entity for this scheme and practice are the Guyana Power and Light and the Mayor and City Council.
With regards to Public Procurement Commission, even though the names have been identified and agreed upon, the President of Guyana is still to ratify the names to have these people commence their work. One wonders if the President is waiting for more opaqueness to pass before he sets up the commission such as the IDB/EU/GOG funded GPL upgrade. It is now moving on to eight months since the bids were opened for this project and to date no award. I have read the many articles and comments from other writers looking on to see how the government and their friends would try to pass the wool over the international donors eyes to award this contract to their friends. It is no secret that the reason this project has not been awarded as yet is because the donors are pushing back and refusing to grant the no objections imprint to the government’s choice contractor, who happened to be their friend who has received numerous sole sourced award from GPL and the Ministry of Public Works since May 11th, 2015.
If the government does succeed in giving their friends an international contract, I hope all the other bidders protest this award and take it to court. Let the public see the nonsense that they engaged in at a high level. Mr. Editor, I hope that this government and their minister’s understand that the future may not turn out to be bright for all those who engage in unaccountable practices especially with citizens’ money.
