where a man who was a murder charge never had his firearm licence revoked.
He was referring to the fact that Carlton Chetram, one of the Mibicuri triple murder accused, was allowed to keep his licensed shotgun when he was on a previous charge of murder.
The acting Top Cop confirmed that a shotgun licence was issued to Chetram in 2012.
In 2013, Chetram, 37, of Mibicuri, South Black Bush Polder along with Nazim Azimulla, 42 of Johanna South, Black Bush Polder, Rajesh Singh, 38 and Kumar Mangru, 17, of Lesbeholden, North Black Bush Polder, was accused of killing Black Bush Polder resident Jeewanlall Deonarine called ‘Bingle’, 49 of Lesbeholden, South Black Bush Polder.
The victim was battered to death on October 5, 2013 by a gang of men after leaving a farewell party.
But Magistrate Rhondell Weever discharged the case in July, 2014, at the conclusion of the preliminary inquiry.
Attorney for the accused, Mursalene Bacchus, had submitted a no case submission after the prosecution’s main witness denied witnessing the murder.
Confirming that Chetram’s shotgun licence was never revoked, Ramnarine told Kaieteur News that the farmer applied for a second firearm licence in 2014. That application, Ramnarine said, was rejected.

Acting Police Commissioner Ramnarine observed that it was “unusual” for Chetram to have not had his licence revoked.
“It is unusual. Based on my knowledge and experience in law enforcement, firearm licences have been revoked for exceedingly less matters,” he said.
Applicants for firearms first have to send a letter to the Commander of the Division in which they reside. The Commander then assigns a rank to go check on the applicant’s character in his or her community.
The application is then sent to the Commissioner’s Office to ensure that the applicant has had no previous convictions and is of sound character.
The application then goes to the Firearm Licensing Board. It is then decided, at that stage, whether the applicant is fit. If so, the application is sent to the Minister of Public Security (formerly the Minister of Home Affairs) for the final stamp of approval.
Concerns have been raised in the past about the granting of firearm licences to individuals without carrying out the necessary scrutiny of their backgrounds.

his worker Tameshwar Jagmohan, 18, called “Guana”, of 222 Mibicuri South, Black Bush Polder, are on remand for the brutal murders of Pawan Chandradeo, Naresh Rooplall and Jaikarran Chandradeo, whose bullet-riddled bodies were found in the Cookrite Backdam at Mibicuri, Black Bush Polder, Corentyne.
Another employee Rakesh Karamchand, called “Go to Front”, of Sheet Anchor, East Canje is still on the run.
