I have read in your newspaper Mr. Rawle Lucas’ justification for hiring a young student of his as an administrative assistant. I found the following extremely alarming:
1. Mr. Lucas claimed that he did not trust any staff of the GRA. If Mr. Lucas does not trust the staff of GRA he should not be Chairman of the GRA Board. Lucas has basically branded all staff of the GRA as untrustworthy.
2. This pronouncement by Lucas is disrespectful to all GRA employees and sends a message to the public not to trust GRA officers. This statement will result in a significant reduction in public confidence in GRA and its officers and will result in a reduction of voluntary compliance. The will be a concomitant reduction in revenues.
3. Mr. Lucas has basically told the entire Guyanese public that the corporate secretary to the board cannot be trusted. Why pay a corporate secretary who cannot be trusted close to half a million dollars monthly? She should be relieved of her duties.
4. All the previous chairmen of the GRA used GRA staff to prepare whatever documents were required. Analysis is, was and should be done by the GRA employees. Is this Chairman special or is his assistant special?
I hope with all of this analysis and special support the Chairman had over the last year has resulted in a massive increase in the Revenues. I call on president Granger to remove this Chairman immediately since he has demoralized the entire GRA staff, insulted and disrespected them. In turn the public will be likewise. The revenue collection agency is of paramount importance and should not be undermined by a power drunk and callous chairman. President Granger kindly put someone with tact, class, dignity and decorum to manage the Board of the GRA.
